00451 - Systems Planning Manager

Lead and support statewide transportation planning data programs, performance analysis, and other programs in the transportation planning mobility planning division. This role will play a key part in managing traffic data systems, supporting federal performance reporting, advancing data governance, and developing/maintaining GIS tools used across VDOT and partner agencies. Provide leadership in promoting, developing and managing assigned planning programs and staff. Interpret and analyze policies, procedures and business processes and monitor program compliance. Provide technical guidance and problem resolution to internal and external customers. Provide strategic leadership and direction. Collaborate with VDOT leaders to continually improve high performing programs that allow VDOT to accomplish its organizational goals and objectives.

How you will contribute:
  • Communication: Build and maintain strong partnerships with stakeholders. Communicate with stakeholders to provide appropriate and authoritative information and receive feedback on transportation planning efforts and business goals. Participate in standing and adhoc committees, groups or public forums to represent and achieve VDOT interests. Investigate and respond to concerns from VDOT internal and external customers.
  • Data Governance & Program Support: Support implementation of the Master Data Management Program, including data quality rules and governance practices. Participate in data stewardship activities, including profiling, validation, and remediation planning. Manage SharePoint, web content, and internal data platforms. Provide training documentation to support users of TMPD datasets.
  • Data Management & Technical Support: Develop, maintain, and QA/QC traffic datasets (AADT, forecasts, historical data, LOS, V/C ratios). Support traffic data balancing, validation, and integration across multiple sources. Lead HPMS submissions, VMT data support, and cooperation with other division teams. Provide data and technical support for SMART SCALE and planning studies.
  • Data Systems, Tools, and Platform Development: Manage and support development, enhancement, and maintenance of P4P (Planning for Performance) tools and platforms. Participate and coordinate in data migration, system integration (e.g., TDMS migration), and deployment activities. Collaborate on AWS-based infrastructure, including system upgrades, security compliance, and production support. Assist in development of APIs, databases, and analytical tools.
  • GIS and Data Visualization: Develop, maintain, and update GIS datasets, maps, and applications. Produce specialized data layers using the different data sources (e.g., traffic counts, big data OD, travel time, speeds, vehicle occupancy, hourly volumes etc.). Support data visualization and reporting tools for internal and external users.
  • Policies and Procedures: Develop and implement procedures, processes, and best practices related to transportation planning initiatives. Recommend new initiatives to improve operations.

  • Minimum Qualifications:
  • Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings.

  • Knowledge of supervisory principles and practices to include performance management and discipline.
  • Knowledge of the development of both short- and long-range transportation plans, corridor plans, and planning programs.
  • Knowledge of transportation capacity and delay software such as HCS, Synchro, Vissim.
  • Skill in GIS platforms such as ArcGIS or ArcGIS Online.
  • Skill in analytics, problem-solving, and communication.
  • Skill in data processing tools such as Python, SQL, or Excel.
  • Skill in the procurement of professional services and managing consultant contracts.
  • Skill in transportation data analysis, system development, or performance measures.

  • Additional Considerations:
  • AICP accreditation and/or PE license.
  • Experience in tool development, APIs, or system integration.
  • Experience managing a large-scale program in a supervisory capacity.
  • Experience managing, implementing, and monitoring transportation planning or programs.
  • Experience with NPMRDS, HPMS, or federal performance reporting.
  • Experience with data governance or enterprise data management tools (e.g., Collibra).
  • Knowledge of AWS cloud environments and data platforms.
  • Knowledge of VDOT systems, traffic data processes, or planning tools (e.g., P4P).
