As an Acquisition Management Specialist, you will perform the following duties: Lead and oversee contract development and administration to obtain high-quality professional and technical services to meet National Oceanic and Atmospheric Administration (NOAA) mission goals and objectives. Utilize descriptive, diagnostic, predicative, or prescriptive analytics to summarize raw data from a variety of systems and sources in order to make conclusions and recommendations for policies, more efficient business operating models, or streamlining of various processes and programs to Leadership. Manage the Acquisition Budget, reviewing all obligations for travel, supplies, training, etc. Conduct audits of Contracting Officer Representative (COR) files to ensure compliance of applicable policies, procedures, and regulations. Assist staff through the procurement process, such as developing Statements of Work, filing documentation, writing memorandums, processing invoices, and cradle to grave contract administration to, include closeouts, according to established guidelines and instruction from higher graded specialist. CONDITIONS OF EMPLOYMENT: Must be able to obtain and maintain active Level 3, FAC-C Certification in Contracting.

This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-4 is equivalent to the GS-13/14.
