SUMMARY
Under the direction of the Assistant Director of Aviation, this position assists in the daily operation of the Rick Husband Amarillo International Airport. Duties include ensuring that the Department of Aviation and its tenants remain compliant with federal, state, local and/or county regulations for the safe and orderly operation of the airport.
ESSENTIAL RESPONSIBILITIES
- Performs inspections of airside, landside, and terminal building at the airport to ensure compliance with local, state, and federal regulations.
- Tests, evaluates, and reports runway conditions to Air Traffic Control during inclement weather.
- Possess a strong understanding of the needs and concerns of the various airport users, including aircraft operators, concessionaires, FBOs, and the community.
- Issues notices to airmen (NOTAMs) as required to appropriate agencies through monitoring of airfield conditions and equipment outages.
- Responds to and provides guidance and direction during crisis, medical, security, and aircraft alerts.
- Coordinates construction and maintenance in, on, or near the airport to ensure minimum interference with airport operations.
- Manages snow removal operations during winter weather events.
- Assures compliance with all airport policies and procedures; makes recommendations for corrective action as required.
- Updates and revises forms, letters of agreement, manuals, and policies and procedures used by the airport to ensure compliance with local, state, and federal regulations.
- Implements, develops and maintains programs as required by local, state, and federal regulations.
- Develops, coordinates, and provides training as required by local, state, and federal regulations.
- As necessary, provides escorts to authorized personnel and equipment onto the airfield and within both Sterile and Security Identification Display Areas (SIDA).
- As necessary, hosts facility and airfield tours.
- Assists Department of Aviation executive staff with studies and projects involving construction, contracts, maintenance, marketing, planning, public relations, purchasing, and other operational and administrative facets of the department.
- Alternate Airport Security Coordinator in the absence of the primary Airport Security Coordinator.
- Performs other job-related duties as assigned.
MINIMUM REQUIREMENTS
Requires a bachelor’s degree in Aviation Management or a related field, with two years of experience at a commercial service airport preferred. NIMS ICS (National Incident Management System Incident Command System) 100, 200, 300, 400 700, and 800 series training required or ability to obtain within 3 months of hire. American Association of Airport Executives (AAAE) Airport Certified Employee (ACE), ACE Operations required. AAAE Certified Member (CM), ACE Security, Airport Security Coordinator certificate, and Private Pilot's License preferred. Valid Texas Driver’s License required. Must be able to pass a TSA 10 year background check for airport badging.
KNOWLEDGE, SKILLS, AND ABILITIES
- Ability to use standard office equipment such as computers, multifunction printers, multi-line phone systems, and tablets.
- Excellent oral and written communications, organizational and interpersonal skills.
- Skill in using standard and specialized software packages including Microsoft Office, Everbridge, Workday, NOTAM Manager, ArcGIS, Monday, CCure, and other industry specific software.
- Skill using common hand tools, measuring wheels, and multiple radio systems. Ability to always exercise mental alertness, sound judgment under pressure and in stressful situations.
- Demonstrated writing skills in the drafting and updating of detailed manuals, contract specifications, and reports without extensive editing or close supervision.
- Ability to organize and host meetings and presentations both in-person and via teleconference or video conference.

WORK ENVIRONMENT
The employee works in a dynamic indoor and outdoor work environment in all types of weather that may periodically have unpredicted requirements or demands. This position is “weather essential” work in inclement weather may be required. This position may require shift work on weekends, nights, and holidays. This position may require the ability to work 12-hour shifts, as necessary. This employee regularly makes decisions that could lead to major community or organizational consequences if the employee fails to make the appropriate decision at the time. This position is subject to twenty-four (24) hour work availability, including shift work, weekends, holidays, emergency calls, inclement weather, and special events.
