Analyst - Senior Principal Analyst (Nuclear Ecosystem)

[What the role is]

Singapore is studying the potential deployment of nuclear energy as part of its long-term energy strategy. This initiative involves conducting comprehensive studies and developing in-house nuclear energy capabilities to support a well-informed national decision.

You will be a key member of the team that will play a pivotal role in engaging our industry as well as public stakeholders to understand their concerns and potentially co-create a domestic nuclear ecosystem. You will help us strategise industry development roadmaps and foster collaboration with both domestic and international industry partners. You will also plan and implement initiatives to engage stakeholders and develop local human resources.

[What you will be working on]

Responsibilities

Role Summary (Individual Contributor)

Develop national nuclear energy ecosystem, focusing on human resource development, R&D, and stakeholder engagement. You will implement strategies that foster collaboration across academic, industry, and public stakeholders to support the assessment of nuclear energy deployment.

Key Responsibilities

1. Develop and implement a national roadmap for building Singapore’s nuclear ecosystem, encompassing R&D, human resource development and industrial capabilities.

  • Identify gaps and opportunities across R&D, human resources, and local industrial development to inform roadmap priorities.

  • Develop and implement the long-term strategy for developing Singapore’s nuclear ecosystem in partnership with government agencies, industry, and research institutes.

  • Conduct landscape studies on emerging nuclear technologies, supply chain opportunities, and international trends/policy shifts relevant to Singapore’s deployment consideration.

2. Conduct engagements with external partners such as research institutes, academia, local and international experts, industry, and government agencies for information exchange and cooperation with respect to nuclear energy.

  • Establish relationships with international partners to support domestic capability building.

  • Prepare briefs, reports, and presentation materials for engagements.

  • Organise and follow up on engagement activities such as workshops and seminars.

  • Monitor developments in the local and international nuclear energy sector and provide timely insights to the team.

3. Support the implementation of public engagement plans in communicating complex technical concepts and policies in clear and easy-to-understand manner.

  • Identify key stakeholders and support design of engagement and communication approaches for capability building and public understanding.

[What we are looking for]

Education:

  • Bachelor degree or M.S. in Engineering or related fields would be preferred.

  • Candidates with qualifications in Business, Human Resource, Public Policy, Economics, or related fields with exposure to technical or technology policy domains will also be considered.

  • Fresh graduates are welcome to apply.

Experience:

Candidates with prior experience in any of the following areas will be considered favourably:

  • Human resource development

i. Designing competency frameworks, training roadmaps or talent pipelines (ie. scholarships, attachments, training or programmes);

ii. Implement programmes to develop, retrain, or transition workers into new roles or industries;

iii. Engaged universities, polytechnics, professional bodies, and employers on capability-building initiatives.

  • Research & Development / Technology Road-mapping

i. Developed R&D or technology roadmaps at the national, sectoral, or institutional level;

ii. Managed R&D programmes or portfolios, including grant-making or research prioritisation;

iii. Coordinated with universities, research institutes, funding agencies, and industry partners to align R&D agendas.

  • Strategic communications

i. Developed communications strategies for sensitive or complex policies (e.g. public acceptance, risk issues, cross-agency alignment);

ii. Wrote speeches or briefs for Ministers or senior leadership.

Skills:

  • Excellent verbal and written communications skills.

  • Strong grasp of technology concepts and trends, with the ability to assess the economic and policy implications.

  • Proven ability to coordinate across government agencies, research institutions and industry partners.

  • Ability to interact effectively with senior executives is a plus.

  • Willingness and ability to travel extensively as required.
