Job Summary

EMCOR Government is seeking a talented Assistant Operations Manager to assist and support the Operations Manager at the College Park, MD (NARA II) facility in the facilities maintenance and operations support services contract. This role could lead further advancement opportunities within the company.

This position requires strong leadership, organizational, supervisory, and communication skills plus the understanding of numerous mechanical and structural systems (High-pressure steam boilers, chillers, central plants, HVAC, electrical, fire systems, plumbing, structural, carpentry etc.). Custodial, NARA warehouse, and audio/visual operations are also included. The Assistant Operations Manager will also oversee or assist with several strategic subcontractors (high voltage, snow/grounds, generators, transportation, pest management, etc.).

The selected candidate will be located primarily at NARA II and may be asked to support or travel to NARA I in Washington, DC, based on 24/7/365 mission needs.

This position reports directly to the Operations Manager.This position will assist the Operations Manager in supervising the Chief Engineer, Leads/Foreman, Trades, Watch standers, Warehouse, Audio/Visual Manager, etc. and will directly supervise the Custodial Shift Supervisors. This position may directly manage subcontractors for core services and IDIQ projects, as well as consultants.

Essential Duties & Responsibilities

• Provides leadership, direction, and oversight of day-to-day activities like preventive maintenance scheduling, IDIQ preparation and scheduling, vendor visits, etc.• Knowledge of building systems to include boiler/chiller, HVAC, Plumbing, Electrical, Security, Fire system, building automation, etc.• Ensures staff are trained, licensed, and qualified to perform contract operations.• Will be required to oversee the completion of preventative maintenance and service calls • Manages, tracks, and reports assigned work using Maximo.• Assists the Operations Manager with managing custodial operations, campus grounds beautification, and snow removal.• Directly manages the NARA II Custodial Shift Supervisors• Ensures that the quality of custodial services meets established guidelines by inspecting the work of custodial personnel and directing corrective measures to be taken when necessary to meet those guidelines.• Assists the Operations Manager with managing warehouse & logistics team• May work with the warehouse & logistics team to ensure they maintain receiving, shipping, warehousing, and distribution operations by initiating, coordinating, and enforcing program, operational, and personnel policies and procedures.• Maintains warehouse staff by job results by selecting, orienting, and training employees.• Review and approve purchase requests and work orders for proper completion and accuracy.• May assist, oversee or manage the purchasing and inventory functions.• Trains, mentors, and develops subordinates in preparation for increased responsibility and potential advancement.• May assist in preparing the scope of work for various types of construction or repair projects.• Creates reports and presentations and briefs company and customer leadership.• Administers multiple collective bargaining agreements within daily operations.• Prepares and submits Request for Information (RFI) to the client as necessary.• Ability to read and understand manufacturer’s submittals and literature. • Ability to read and understand as-builts, architectural, electrical, plumbing and mechanical drawings.• Attends and presents at Government meetings, as required.• Comply with, support and promote the safety and environmental programs to eliminate workplace hazards, accidents and injuries. Conduct safety training as scheduled by the safety manager or initiated within the site.• Ensure accountability, control and security of all assigned property, material, tools, equipment and vehicles.• Perform other duties as assigned.

Qualifications

• Must have a minimum of three (3) years of experience supervising 3 or more supervisors/managers/departments and operations in a complex and dynamic environment. • Must have a minimum of three (3) years of project management experience or IDIQ management .• An associates degree/bachelor’s degree in engineering, project management, construction or related field is preferred or a combination of education, experience, professional licensing/certification may be acceptable.• Prior experience with O&M, custodial, and/or warehouse operations is required. • Proficiency with Maximo is highly desired.• Must have excellent communication and listening skills and the ability to communicate with various levels within the organization.• Must demonstrate and extremely high level of attention to detail and the ability to take initiative and adapt quickly to changing requirements.• Must possess the ability to work under the pressure of multiple deadlines, managing and coordinating multiple projects, sometimes on off-hours.• Formal presentation/briefing skills are required.• Must possess and consistently demonstrate a Mission First, People Always mindset.

Compensation Range: $75,0000 - $85,000
