Job Description:

Position Summary

The Associate Chief Medical Officer (ACMO) serves as a senior physician executive and key strategic partner to the Chief Medical Officer, providing enterprise-wide clinical leadership across utilization management, care management, quality improvement, and network performance. This role is responsible for advancing clinical strategy, ensuring regulatory compliance, improving health outcomes, and supporting the operational effectiveness of clinical programs. The ACMO works collaboratively with nursing leadership, population health, provider relations, and executive stakeholders to align clinical initiatives with organizational priorities and drive high-quality, cost-effective care delivery. The ACMO plays a critical role in strengthening physician engagement, enhancing clinical decision-making, and ensuring consistency and excellence across medical management functions.

Key Responsibilities

Enterprise Clinical Leadership

  • Serve as a senior physician leader and trusted advisor to the Chief Medical Officer.
  • Provide executive oversight and direction across Utilization Management, Care Management, and Quality Improvement functions.
  • Act as a key clinical decision-maker and escalation point for complex or high-risk cases.
  • Partner with executive leadership to align clinical strategy with organizational goals and growth priorities.

Utilization Management & Medical Necessity

  • Lead and optimize enterprise Utilization Management strategy, including prior authorization, concurrent review, and post-acute care decision-making.
  • Ensure consistent application of evidence-based criteria (e.g., MCG, InterQual) and regulatory standards.
  • Identify trends in utilization, variation in care, and areas of opportunity; implement strategies to improve outcomes and reduce unnecessary cost.
  • Provide physician oversight and guidance to multidisciplinary UM and case management teams.

Quality Improvement & Clinical Performance

  • Lead clinical quality strategy and performance improvement initiatives, including HEDIS, CAHPS, and other key performance measures.
  • Monitor clinical outcomes, provider performance, and population health metrics to drive continuous improvement.
  • Partner with Population Health to design and implement programs that improve outcomes for high-risk and complex populations.
  • Support development and use of clinical analytics and reporting to inform decision-making.

Clinical Operations Partnership

  • Provide physician leadership and support to RN-led clinical services teams, including care management, case management, and member health programs.
  • Collaborate with operational leaders to ensure efficient, coordinated, and compliant delivery of clinical services.
  • Strengthen alignment between clinical and operational functions to improve both quality and cost-effectiveness.
  • Support development and refinement of clinical policies, protocols, and workflows.

Network Performance & Physician Engagement

  • Partner with Provider Relations and Network Management to improve provider performance, engagement, and alignment with clinical goals.
  • Support strategies to enhance network quality, adequacy, and access.
  • Serve as a clinical liaison to physicians, medical groups, and external partners.
  • Participate in key committees, including Utilization Management, Quality Improvement, Pharmacy & Therapeutics, and Grievance & Appeals.

Regulatory Compliance & Accreditation

  • Ensure readiness for and support execution of regulatory and accreditation activities, including NCQA, CMS, and DHCS audits.
  • Provide physician leadership for compliance with all applicable regulatory requirements.
  • Oversee clinical aspects of audit preparation, delegation oversight, and corrective action plans.

Leadership & Talent Development

  • Mentor and develop Medical Directors and clinical leaders.
  • Foster a culture of collaboration, accountability, and continuous improvement.
  • Support physician engagement, retention, and leadership development across the organization.

Qualifications

Required

  • MD or DO with active, unrestricted California medical license.
  • Board Certification in a recognized specialty.
  • Minimum of 7–10 years of clinical experience, including at least 5 years in managed care or health plan leadership.
  • Demonstrated experience in Utilization Management, Quality Improvement, and Care Management programs.
  • Strong working knowledge of Medicare, Medicaid, and commercial managed care.
  • Proven leadership experience in complex, matrixed healthcare organizations.

Preferred

  • Prior experience as a Medical Director, Senior Medical Director, or Chief/Associate Chief Medical Officer.
  • Experience with NCQA accreditation, CMS/DHCS regulatory requirements, and audit readiness.
  • Experience leading multidisciplinary teams and collaborating with nursing and operational leadership.
  • Certification as a Physician Executive (CPE) or equivalent leadership training.

Compensation

  • Base Salary Range: $360,000 – $420,000
  • Target Base Salary: approximately $380,000 – $400,000

Work Environment

This role is expected to maintain a strong on-site and executive presence, with flexibility based on business needs, meetings, and regulatory or operational priorities.
