Associate In-House Counsel, Land & Permits
Job Summary:
Provides legal support in matters of permitting, compliance, and regulatory approvals required for LUMA’s operations and projects related to land and easements rights, third-party agreements, pole attachments and related topics.Job Description:
Drafts, reviews, and negotiates complex legal agreements, permits, and regulatory filings related to easements, pole attachments, and compliance; processes third-party infrastructure requests, conducts legal research, assesses risks, and coordinates with external counsel while advising internal teams on permit and land-use obligations, dispute-related risks, and mitigation strategies resulting in effective risk management, streamlined legal operations, and full regulatory adherence.
Represents the Company before Puerto Rico Commonwealth courts including Superior, Appellate, and Supreme Courts as well as regulatory bodies and administrative agencies, by preparing and filing pleadings, motions, and other legal documents, ensuring strong advocacy and compliance with all applicable laws and regulations.
Follows established company policies, procedures, and standards to ensure full compliance with applicable laws and industry regulations.
Participates in storm restoration tasks and assigned drills to contribute to the safe and reliable recovery of services.
Performs additional tasks aligned with role expectations and qualifications to support team goals and operational flexibility.
Additional Job Description:
Education
Juris Doctor and being admitted to the practice of Law in the Commonwealth of Puerto Rico.
Experience
5 years of experience in permitting and licensing processes related to land use, construction, energy, telecommunications, or infrastructure projects.
4 years' experience in delivering legal counsel and representation while leveraging data collection, analysis, and interpretation to inform strategic decisions, assess regulatory risks, and optimize compliance frameworks.
Experience working with documents, policies, SOP creation and implementation.
Experience leading or collaborating with small projects.
Experience as matter-expert and asset resource to provide support to internal/external clients.
Competencies (Skills)
Strong knowledge of Puerto Rico, permit, zoning, telecommunication, real estate, energy utility and administrative law.
Ability to manage multiple agreements, filings, and deadlines simultaneously.
Experience in contract drafting, negotiation, and court representation.
Excellent drafting, analytical, and problem-solving abilities.
Ability to manage multiple cases, deadlines, and stakeholders simultaneously.
Strong communication and relationship-building skills with courts, government agencies, and external parties.
Proficiency in Microsoft Office and case/document management software.
Bilingual, Spanish and English is an asset.
Licenses/Certifications
Licensed Attorney and Notary Public in the Commonwealth of Puerto Rico
Bar Admission
Valid Driver License
