Budget Officer (Associate Financial Officer)

The VA Northeast Ohio Healthcare System is recruiting for a Budget Officer (Associate Financial Officer) for a detail opportunity not to exceed 120 days, provides departmental leadership for sections in the Fiscal department in performance measurements, internal controls, budget formulation, allocation and execution. A temporary promotion made under this announcement may be made permanent without further competition consistent with 5 CFR 335 and agency merit promotion procedures.

The VA Northeast Ohio Healthcare System is recruiting for a Budget Officer (Associate Financial Officer). The Budget Officer position will function within Fiscal Service. The incumbent oversees the day-to-day operations of Budget, plans both routine and complex work, assigns work, sets priorities, and reviews and evaluates work and performance of subordinates. The Budget Officer duties include, but are not limited to: Responsible for budget formulation, budget presentation and budget execution for the Northeast Ohio VA Healthcare system. Responsible for preparing a detailed analysts and estimate of the annual funding needs for one or more future budget years. Responsible to the AFO/CFO for interpretation of fiscal regulations; discussing any budget conditions contrary or out of line with the fiscal plan; composing of letters and correspondence to the Department of Veteran Affairs Central Office or VISN 10 concerning budge and fiscal matters; informing of any omission of misstatement of obligations that appear in violation of the Anti-Deficiency Act; and preparation and interpretation of financial statements. Resolves difficult problems of prediction and forecasting due to uncertainties or changes in operating programs and gaps in experience data of the operating programs budget. Responsible for employees that he/she directly supervises: leave approval, performance standards and ratings, planning and establishing all service activities. Serves as acting CFO in the absence of the AFO/CFO. Keeps the CFO informed of the status of each section in regards to work, performance, deadlines, suspense requests, etc. Oversees and providing guidance to staff on the distribution of funds to various fund control points. Analyzes actual expenditures as compared to the plan and making projections to indicate needed adjustments in the budget plan. Responsible for being the top technical authority on matters of budgetary policy, laws, regulations, and for compliance with all governing laws and regulations (Anti-Deficiency Act). Reviews estimates and negotiating with management officials to arrive at compromises that facilitate the budget process. Works directly with Service Chiefs to identify areas of potential cost savings and cost avoidance. Work Schedule: Monday through Friday, 7:30 a.m. to 4:00 p.m. Telework: This position may be authorized for ad-hoc telework. Telework eligibility will be discussed during the interview process.
