Job Summary

You will lead business analysis efforts to identify problems and opportunities, develop solutions, and manage ICT projects to deliver value on time and within budget. Collaborate with cross-functional teams and vendors to ensure alignment with business needs and technical feasibility.

Responsibilities

  • Create detailed business analyses that identify problems, opportunities, and solutions to support informed decision-making.
  • Analyze business needs, define problem scope, and develop business cases to address challenges effectively.
  • Evaluate technical limitations and propose or implement solutions to overcome them.
  • Manage multiple vendors and ICT service providers, coordinating with application and infrastructure teams to clarify solutions and ensure timely project delivery within budget.
  • Identify stakeholders and apply appropriate techniques to manage, track, and trace requirements throughout the project lifecycle.
  • Facilitate requirements workshops to gather user needs and analyze business processes for clear documentation of problems and solutions.
  • Assess current business states and elaborate stakeholder requirements to define precise business needs within scope.
  • Source and evaluate alternative solutions to identify the best fit, identify gaps, and recommend workarounds or changes.
  • Assess deployed solutions to verify alignment with original business needs.
  • Participate in project activities including requirements gathering, user acceptance testing, training, and implementation.
  • Review project deliverables such as functional specifications, system test plans, user guides, and operation manuals for quality and completeness.
  • Plan and execute user acceptance testing to validate solution effectiveness.
  • Assess business needs for service requests and evaluate the impact of system enhancements.
  • Implement effective ICT incident resolution and establish processes to prevent recurrence.
  • Manage project scope, budget, and schedule, providing regular management reporting for maintenance and development projects.
  • Ensure projects meet business needs within agreed cost, duration, and quality parameters.
  • Identify potential project risks, assess organizational impact, and recommend mitigation strategies.
  • Ensure compliance with IT management, quality, and security policies in development processes and systems.
  • Resolve day-to-day IT issues related to applications, infrastructure, or security to maintain smooth operations.

Required competencies and certifications

  • Tertiary education in Computer Science, Electronics Engineering, Information Technology, or equivalent.
  • Project Management Certification or equivalent.

Preferred competencies and qualifications

  • Experience completing at least three full project development life cycles or project maintenance.
  • Ability to work independently and collaboratively with professionals at all levels.
  • Strong analytical, conceptualization, and problem-solving skills with the ability to prioritize and manage multiple tasks.
  • Proficiency in design, coding, testing, and debugging.
  • Experience with requirement elicitation techniques such as design thinking, persona analysis, and customer journey mapping.
  • Experience facilitating user requirement workshops.
  • Experience in web-based development and mobile IT projects.
  • Results- and customer-oriented mindset.
  • Experience with Commercial Cloud AWS services including ECS Fargate, AWS Lambda, AWS RDS, AWS QuickSight, AWS EC2, AWS CloudWatch, and AWS S3.
  • Experience working in DevOps and Agile environments.
  • Agile Certification such as Certified Scrum Master.
  • Experience working in government environments.
  • Familiarity with governance and adoption of digital services in enterprise IT environments.
  • Strong troubleshooting skills resolving application, infrastructure (desktop, server, network), and security issues in a government context.
  • Ability to balance strategic perspectives with detailed understanding of business needs and challenges.
  • Strong organizational, team collaboration, and people management skills.
  • Excellent oral and written communication skills with the ability to influence stakeholders.
