This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Operations, Management, and Information Division (OMI). As a Business and Industry Specialist, you will perform the following duties: Exercise responsibility as an independent specialist carrying out purchasing of supplies and services utilizing the government purchase card in a timely manner while adhering to Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), and federal acquisition regulations. Work with the sub-contractors to track progress, work progress and accuracy. Prepare Grants, cooperative agreements and contract reports as requested, following up on actions and assisting where needed. Coordinates Business Applications Solution (BAS)/Procurement Information System for Management (PRISM) for all contract actions. Obtain Level 1 COR certification and serve as backup COR. Facilitate contracts with relatively low complexity, low contract management risk, and estimated contract values up to $250,000. NOTE: These duties are described at the full performance level of the ZA-3; the ZA-2 is developmental leading to such performance. CONDITIONS OF EMPLOYMENT: Must be able to obtain and maintain a FAC-C COR I Level Certification. This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-2 is equivalent to the GS-07/09. The ZA-3 is equivalent to the GS-11/12. The Full Performance level (FPL) is the ZA-3. Key Requirements: Applicants must be U.S. Citizens. Must be registered for Selective Service, if applicable (www.sss.gov) Qualification requirements must be met by the closing date of the announcement.
