Brief Description:

The Buyer 2 – Steel & Fabrication is responsible for managing procurement and material flow for steel and critical fabrication components supporting the Rig Construction and Special Projects teams. This role owns vendor relationships, material strategy, and delivery performance for high-impact and long-lead materials critical to build schedules. This role operates with a high degree of ownership and decision-making authority for assigned materials and vendors.

The Buyer 2 partners closely with engineering and fabrication teams to ensure material availability, mitigate supply risks, and drive cost-effective procurement decisions. This role requires a proactive, solutions-oriented mindset and the ability to operate independently in a high-pressure environment.

This position reports to the Manager Sr Projects and may provide functional guidance to junior buyers, support overall procurement execution, and support project managers, engineering, and fabrication functions as required.

Detailed Description:

  • Own procurement strategy and execution for steel and fabrication-related materials, balancing strategic sourcing with hands-on purchasing activities

  • Source and negotiate with vendors to achieve competitive pricing, favorable terms, and reliable delivery schedules

  • Execute procurement transactions, including processing requisitions and issuing purchase orders across a range of materials, while supporting overall purchasing workload as needed to maintain project timelines

  • Ensure accuracy and completeness of purchase orders, including pricing, terms, and delivery requirements

  • Manage vendor relationships, holding suppliers accountable for performance, quality, and commitments

  • Align closely with project management, engineering, and fabrication teams to ensure material availability supports dynamic build schedules

  • Review and interpret engineering BOMs to validate material requirements and identify gaps

  • Proactively identify supply risks, including long-lead items, shortages, and delays, and implement mitigation strategies

  • Lead expediting efforts for critical materials impacting project timelines

  • Maintain real-time visibility into material status and communicate risks and updates to stakeholders

  • Support project cost tracking and cost control initiatives

  • Provide oversight and quality control for purchase orders processed by junior buyers

  • Mentor and provide guidance to junior buyers on procurement processes and priorities

  • Drive continuous improvement in vendor performance, sourcing strategies, and procurement efficiency

Job Requirements:

  • Strong negotiation, administration, organizational and communication skills

  • Competency in office computer, data analysis and accounting skills

  • Occasionally be required to stand, walk, sit, reach with hands and arms, climb or balance, stoop or kneel, talk and hear, and use fingers and hands to feel objects, tools or controls.

  • Occasionally lift and/or move 25 pounds to 50 pounds

  • Exert 50 pounds of force regularly, and/or 10 to 20 pounds of force frequently to move objects and materials.

  • Strong data entry and administrative processing skills with high accuracy and speed

  • Specific vision abilities required include accurate close vision, distance vision, depth perception, and the ability to adjust focus between near, far, overhead and moving objects.

  • Clear vision to judge distances to maintain awareness of, watch, and direct ongoing work activities of employees and third parties

  • Ability to read, write and speak English to the extent needed to understand verbal and written instructions and to give clear verbal and written instructions in English to direct rig employees and third parties as well as communicate with Customer representatives

  • Wear appropriate Personal Protective Equipment (PPE) at designated times

  • Ability to be proactive

  • Ability to prioritize, and work hard under pressure

  • Ability to safely navigate on work sites with occasional walking, climbing, standing, stepping, etc., during normal operating conditions (day/night, outdoor hot/cold weather) including proper use of designated personal protective equipment (PPE)

Minimum Qualifications:

  • High School Diploma or GED

  • 5 + years of procurement or purchasing experience in industrial, construction, or fabrication environments

  • Demonstrated experience sourcing and managing steel materials

  • Strong negotiation, vendor management, and problem-solving skills
  • Ability to operate independently and manage complex, time-sensitive procurement activities
  • Proficiency in Microsoft Office (Excel, Word & Outlook)

Preferred Qualifications:

  • Associate or bachelor’s degree in supply chain, business, or related field

  • Experience with ERP systems (SAP, Oracle, Global Shop, or a similar ERP system)

  • Experience supporting capital projects, rig construction, or fabrication environments

  • Ability to review and work with engineering BOMs and material planning processes

Additional Details:

This position requires the person to work in both office locations and outdoors in all types of weather conditions, including precipitation, cold / heat, high wind, and turbulent conditions. The Buyer will be regularly exposed to the typical conditions of the local area where the Rig Up Yard is located. The Buyer must work with an emphasis on safety for themselves and others including coworkers and third parties. The person must be able to work closely with others and under time-sensitive deadlines, including potential emergency response situations. They must be able to work efficiently at a desk for extended periods in high-volume purchasing environments. They must be willing to work extended schedules that will include working days, and occasionally nights, weekends and holidays.
