Essential Duties & Responsibilities

  • Lead and manage proposal efforts from pre-solicitation planning through submission, ensuring compliance, quality, and timely delivery.
  • Coordinate proposal resources, including subject matter experts, technical writers, graphic designers, editors, reviewers, and production staff.
  • Develop proposal management plans, outlines, compliance matrices, schedules, contact lists, and review team structures.
  • Facilitate proposal strategy sessions and ensure integration of win themes, discriminators, and customer hot buttons.
  • Oversee document development, ensuring accuracy, clarity, and alignment with solicitation requirements.
  • Support proposal writing tasks as needed, but focus primarily on management, oversight, and quality control of the submission process.
  • Perform opportunity research, including competitor analysis, customer insights, and market trends.
  • Assist with opportunity qualification and development of capture strategies in coordination with Capture Managers and Business Development leads.
  • Support pre-RFP positioning, customer engagement planning, and teaming strategy recommendations.
  • Identify, recommend, and leverage emerging AI and automation tools to enhance proposal quality, efficiency, and consistency.
  • Streamline research, content management, and proposal production workflows through technology adoption and optimization.
  • Coordinate with Contracts, Pricing, and Technical teams to ensure alignment between technical and cost volumes.
  • Collaborate with subject matter experts and leadership to ensure proposal solutions are competitive and compliant.
  • Serve as a mentor and resource for proposal team members on modern tools and best practices.

Required (Minimum Necessary) Qualifications

  • Education Requirements: BA/BS in Communications, Marketing, Business, English, or related field.
  • Level of Experience Requirements: At least 5 years of experience managing proposals in a government contracting environment.
  • Demonstrated experience integrating process improvements, technology, or automation in a proposal or business development environment.
  • Strong understanding of the federal acquisition process, FAR/DFARS, and compliance requirements.
  • Exceptional organizational skills and the ability to manage multiple deadlines and priorities.
  • Proficient in Microsoft Office Suite; comfortable learning and applying new technology solutions.

Preferred

  • Formal training in proposal management methodologies (e.g., Shipley, APMP certification).

Must be able to work in an office setting, sit for long periods of time, talk on the telephone, work on a computer for extended periods of time, and lift and carry up to 25 pounds on a periodic basis. Work Environment

Job is performed in a remote setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and telephone system. The work described herein is a home office setting. Travel may be required.

Physical Setting: Work is performed remotely in a standard office environment (home office or equivalent).

Schedule and Flexibility: This is a full-time, exempt position based on a 40-hour work week, typically performed during standard business hours, Monday through Friday. As this role supports time-sensitive Business Development and proposal activities, work hours in excess of 40 per week may be required to meet critical deadlines, support peak proposal periods, and fulfill department and organizational requirements. Some flexibility in schedule may be necessary to collaborate across time zones and to accommodate high-priority or expedited efforts.

Supervisory Responsibilities

  • This position will have supervisory responsibilities.

DOT Covered/Safety-Sensitive Role Requirements

  • This position is not subject to federal requirements regarding Department of Transportation “safety-sensitive” functions.

Additional Qualifying Factors

As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain and maintain the appropriate clearance levels required and must also be able to obtain access to military installations.
