Chief Facilities Manager
- Report directly to RP on theIntegrated Facility Management Services.
- Oversee and manage the day-to-day integrated operations of multiple facilities including office buildings, or other managed spaces within the Campus and ensure the efficient operation, maintenance, and safety of the Campus.
- Manage and mentor facility teams, including senior managers, managers, executives, supervisors, technical officers, technicians, and support staff, to ensure a cohesive and efficient workforce.
- Manage and supervise the teamof IFM Technical Staff and Specialists including direct contractors or partiesengaged by RP for the Integrated Facility Management Services in variousspecific disciplines.
- Identify and evaluate thecost-benefit effects arising from the actions of parties engaged by RepublicPolytechnic for the Integrated Facility Management Services.
- Manage budgets for the campus,allocating resources effectively to meet operation, maintenance and improvementneeds of the IFM.
- Anticipate possible delays andbudget-overrun of the Integrated Facility Management Services so thatappropriate actions may be taken at the appropriate time by the appropriateparties to alleviate or to arrest the same.
- Ensure all projects andmaintenance works carried out according to schedule planned.
- At any one time, there shallnot be any disruption or compromise in the quality of service delivered toRP. The CFM shall report to the RPimmediately of manpower absenteeism, resignation, etc. and consolidate all casesin the monthly report and oversee the replacement of the technical staff basedon the following requirements:-
- Coordinate with externalservice providers, contractors, and vendors to ensure service delivery meetsquality standards and contractual obligations.
- Develop and implementpreventive maintenance programs, identify repair needs, and ensure timelyresolution of integrated facility issues;
- Ensure compliance with healthand safety regulations, implementing measures to mitigate risks and maintain asafe working environment.
- Oversee the ScheduleMaintenance and work programmes are followed and the standard operatingprocedures (SOP) for the Contract are up to date.
- Oversee eco-friendly andsustainable practices, working towards energy efficiency and waste reductiongoals;
- Oversee the maintenance ofaccurate records, prepare reports, and communicate with senior managementregarding the status of facilities and ongoing projects.
- Oversee the analytics offacility performance metrics, identify areas for improvement, and developaction plans to enhance operational efficiency.
- Oversee facility improvementand renovation projects from conception to completion, collaborating withinternal teams and external contractors.
- Oversee the landscape, pest control, grease interceptor, Building, M&E Schedule/Breakdown Maintenance and project A&A works and any other requirements as stated in this IFM Contract are carried out within the agreed Response, Delivery and Completion Time.
- Oversee that all his technical team and direct contractor appointed by RP or Contractor’s subcontractors follow RP’s QEHS ISO requirements and Statutory Requirements.
- Oversee the monitoring of the waste collection data, and initiate measure to comply with RP’s recycling indicator set.
- Oversee the management of food court operators and ensure premises is well-maintained by operator and meets the requirements in contract.
- Oversee the management of the apartment operator and ensure premises is well-maintained by operator and meets the requirements in contract.
- Oversee the management of the childcare operator and ensure premises is well-maintained by operator and meets the requirements in contract.
- Assist RP in preparing tender specification & post contract and renovation projects.
- Conduct a monthly meeting withRP including all key personnel on the IFM Operations requirements of thisContract.
- Oversee that the team of IFMTechnical Staff and Specialists including direct contractors or parties engagedby RP for the Integrated Facility Management Services follow RP’s QEHS ISOrequirements and Statutory Requirements.
- Attend to site show rounds by external visitors e.g., Ministry, Statutory Boards or other parties delegated by RP for inspections by statutory requirements or visits to the Campus and its facilities.
- Undertake any other related duties stipulated by RP.
Requirements :
- Degree holder in Architecture or Engineering or Real Estate or Building/Facilities Management or equivalent with 15 years of relevant working experience; OR
- Diploma holder in Architecture or Engineering or Real Estate or Building/Facilities Management or equivalent with 20 years of relevant working experience.
- Being a registered Fire Safety Manager would be an added advantage though not a must.
- Being a registered Workplace Safety and Health Officer would be an added advantage though not a must.
