The<\/span><\/span> <\/span><\/span><\/span>City is seeking a dynamic and forward\-thinking Chief Financial Officer (CFO). This executive\-level position is responsible for ensuring sound financial management, strategic fiscal planning, and effective leadership of the City\u2019s Finance Department.<\/span><\/span> <\/span><\/span><\/span>The City of Orangeburg employs approximately 175 employees across nine departments. The<\/span><\/span> <\/span><\/span><\/span>City maintains a total annual budget of approximately $27 million and is self\-insured for health, dental, and vision coverage.The CFO reports directly to the City Administrator and works closely with department heads, and external partners.<\/span><\/span> <\/span><\/span><\/span>The position oversees a complex municipal finance operation and plays a central role in aligning financial strategy with the City\u2019s policy priorities and development goals.<\/span><\/span><\/span>

The CFO leads a Finance Department responsible for financial reporting, budgeting, payroll, purchasing, revenue collection, debt management, and risk management, with a staff of approximately six employees.<\/span><\/span> <\/span><\/span><\/span>In addition to overseeing daily financial operations, the CFO will be a key strategic partner in advancing major capital initiatives, ensuring fiscal stewardship of transformative projects and supporting operational, infrastructure, and service needs.<\/span><\/span><\/span><\/span><\/span><\/span>

\u200b<\/span><\/span><\/span>The CFO plays a critical role in guiding the City through a period of transformative growth and investment, including major initiatives such as revitalization of the City\u2019s downtown, the Railroad Corner Development Project, the development of a new Civil Rights Museum, and the recent announcement of Ferrara Candy Company\u2019s $675 million manufacturing investment in Orangeburg County. These initiatives position Orangeburg as a hub for economic development, cultural preservation, and long\-term financial sustainability.<\/span><\/span><\/span>

The successful candidate will be expected to address several key priorities for the City\u2019s next Chief Financial Officer, including:<\/span>

  • Evaluating the structure, staffing, and overall operational efficiency of the Finance Department and implementing recommended improvements<\/span><\/span> <\/span><\/span><\/span>
    <\/span><\/span><\/li>
  • Proactively managing cash flow, financial reserves, and day\-to\-day financial operations<\/span><\/span> <\/span><\/span><\/span>
    <\/span><\/span><\/li>
  • Leading the issuance and management of debt for current and future capital improvement projects<\/span><\/span> <\/span><\/span><\/span>
    <\/span><\/span><\/li>
  • Partnering with the City Administrator to develop and execute the City\u2019s annual operating budget<\/span><\/span> <\/span><\/span><\/span>
    <\/span><\/span><\/li>
  • Maintaining and strengthening the City\u2019s bond rating through sound financial management and disciplined fiscal practices<\/span><\/span> <\/span><\/span><\/span>
    <\/span><\/span><\/li>
  • Developing long\-term financial strategies that support economic development and capital investment initiatives<\/span><\/span> <\/span><\/span><\/span>
    <\/span><\/span><\/li>
  • Ensuring the City is financially prepared to support large\-scale projects and public\-private partnership opportunities<\/span><\/span>

    Salary Range<\/span><\/span><\/span><\/b>
    <\/span><\/span>The hiring range is $120,000 \- $150,000 with a starting salary commensurate with qualifications and experience.<\/span><\/span><\/span><\/span><\/span><\/span><\/div>
