Civil Construction Recruiter Job Summary

The Civil Construction Recruiter is part of the human resources department and works closely with operational leadership and hiring managers to develop workforce pipelines aligned with current and future staffing needs across water and wastewater, heavy civil, and commercial construction operations. This hands-on recruiter role is responsible for sourcing, recruiting, and retaining skilled craft labor, field leadership, project management personnel, process startup and commissioning professionals throughout open-shop and union-supported markets, as well as for shared services positions in accounting, marketing, HR, IT, equipment and tooling, safety, and VDC. Additionally, the recruiter functions as a strategic operational partner supporting workforce development, operational growth, succession planning, and project staffing continuity.


Primary Function

Support long-term workforce development, operational scalability, project staffing continuity, and succession planning throughout the Water Resources Group’s expanding operations.


Accountabilities

  1. Recruitment for all positions across the organization
  2. Workforce forecasting and staffing coordination
  3. Workforce pipeline development
  4. Regular compensation and labor market analysis reporting
  5. ATS and recruiting systems oversight


Education and Certifications

Bachelor’s degree in human resources, business administration, psychology, or other related field preferred, associates in related field accepted.

One or more HR or talent acquisition/sourcing certifications preferred (SHRM-CP/SCP, HRCI’s PHR/SPHR, AIRS’s CIR/PRC or TA, NAPS’s CPC, etc.)


Practical Knowledge

Recruitment practices and sourcing strategies, ATS and HRIS systems, Construction operations and workforce planning, Employment Laws and hiring compliance, compensation benchmarking, labor market analysis, and workforce forecasting and recruiting analytics.

Experience within large electrical, industrial, or MEP construction organizations is highly valued, particularly involving skilled labor staffing, superintendent recruiting, commissioning/start-up staffing, industrial/process facility construction, and integrated self-perform operations.


Work Experience

3-10+ years of recruiting experience within water and wastewater treatment, heavy civil, commercial, industrial, and electrical or MEP construction including skilled trades positions.


Software and Apps

ATS and HRIS cloud-based platforms, Microsoft Office Suite, LinkedIn Recruiter, AI-assisted recruiting tools like ChatGPT and Claude AI


Soft Skills

Relationship-building, negotiation and persuasion, clear and professional communication across multiple platforms, problem-solving and adaptability, organization and time management, operational awareness within construction environments.


Examples of Duties Performed

  • Build and maintain workforce pipelines across multiple regional markets
  • Develop sourcing strategies utilizing LinkedIn, social media, industry forums, referrals, trade organizations, and recruiting networks
  • Represent the company and its business units at career fairs and other industry events
  • Partner closely with operational leadership and hiring managers
  • Support difficult or “unicorn” candidate searches
  • Understand candidate motivations and long-term career goals
  • Promote company culture, operational stability, and career growth opportunities
  • Maintain ATS workflows, candidate tracking, recruiting dashboards, and staffing reports
  • Assist workforce planning tied to project backlog and operational growth
  • Develop relationships with external recruiters, trade schools, workforce programs, and industry organization


Travel Requirements

Light day and light overnight travel throughout the Upper Midwest and Mountain West Region including the states of: CO, IA, KS, MN, MT, ND, NE, SD, WI, and WY with potential in the future to include states in the Southwestern region of the United States.
