Civil Engineering Lead

Responsible for leading the GCC Civil Engineering team to support Singapore-based infrastructure projects. The role provides technical leadership, mentorship, and guidance to ensure high-quality, timely, and compliant delivery of civil and highway design services.

Technical Leadership & Delivery

  • Lead and manage the GCC Civil Engineering team in delivering technical support to Singapore projects.
  • Provide technical leadership, mentoring, and professional guidance to civil and highway design staff.
  • Ensure high standards of engineering quality, technical excellence, and compliance with applicable codes and standards (e.g., LTA, BCA, relevant international standards).
  • Review and validate engineering deliverables to ensure accuracy, completeness, and constructability.

Project Support & Delivery

  • Support Project Managers in achieving project delivery objectives, including quality, schedule, and budget targets.
  • Develop appropriate engineering solutions and coordinate multidisciplinary inputs where required.
  • Participate in design production activities as necessary to meet project milestones and deadlines.

Resource & Team Management

  • Plan, allocate, and optimise resources across the assigned projects to meet workload and delivery requirements.
  • Supervise and guide team members to ensure efficient workflow and high-quality outputs.
  • Evaluate team performance in accordance with company HR procedures.

Quality & Compliance

  • Ensure compliance with company quality management systems and engineering procedures.
  • Drive adherence to design standards, internal QA/QC processes, and project-specific requirements.
  • Work towards achieving group quality objectives in line with company policy.

Business Development Support

  • Support the Business Development (BD) team in preparing technical inputs for proposals and tenders.
  • Contribute expertise to secure new projects within the civil / highways domain.

Capability Development

  • Stay updated on industry developments, emerging technologies, and best practices.
  • Develop and implement training programmes to strengthen team capabilities.
  • Encourage professional development and participation in relevant professional bodies.

Operational Management

  • Resolve technical and operational challenges affecting project delivery.
  • Ensure smooth coordination and communication within the team and with stakeholders.
  • Undertake additional duties as assigned by the Division Head, consistent with experience and qualifications.

HSEQ Responsibilities

  • Demonstrate strong commitment to Safety, Health, Environment, and Quality (SHEQ) objectives.
  • Promote and support reporting of incidents, near-misses, and observations via iSMS.
  • Ensure timely closure of actions arising from SHEQ audits and incident investigations.
  • Contribute to safety discussions, including safety moments and briefings.
  • Proactively identify and report unsafe acts and conditions to improve workplace safety culture.
  • Degree in Civil Engineering (Master’s degree preferred).
  • Minimum 12–15 years of relevant experience in civil/highways infrastructure projects.
  • Proven experience in team leadership and managing multi-disciplinary engineering teams.
  • Strong familiarity with Singapore standards and authorities (e.g., LTA, BCA, PUB).
  • Chartered Engineer or equivalent professional accreditation preferred.
