Job Summary
The Clerk-of-Works acts as the home’s primary technical representative on-site, ensuring the appointed vendor delivers the CCTV and Video Analytics system in strict compliance with technical specifications, safety standards, and privacy requirements mandated by the Social Residential Homes Act.
Responsibilities
- Oversee installation of cameras, Cat6/Fiber cabling, mounting brackets, and server rack configurations to ensure secure hardware setup preventing tampering
- Verify all works comply with approved design drawings and Social Residential Homes Act guidelines to protect resident dignity and privacy
- Inspect delivered equipment (VMS servers, NVRs, camera models) against approved bill of materials and technical datasheets for accuracy
- Serve as primary technical liaison with vendor’s site lead to resolve issues such as cabling routes and power availability
- Witness and verify calibration of Video Analytics (fall detection, zone intrusion, anomaly recognition) to meet Detection, Recognition, and Identification (DRI) standards while minimizing false positives
- Oversee Site Acceptance Tests (SAT) and User Acceptance Tests (UAT) to confirm correct configuration of main and sub-streams for recording and live monitoring
- Ensure vendor implements strict access controls and storage configurations (RAID levels) comply with legal data redundancy and retention policies
- Verify camera fields of view are restricted to authorized areas to avoid intrusion into private living quarters per regulatory sensitivity requirements
- Maintain daily site diary documenting progress, manpower, and deviations from project timeline
- Review and verify accuracy of "As-Built" drawings and Operation & Maintenance (O&M) manuals prior to final handover
Preferred competencies and qualifications
- Diploma or Degree in Electrical/Electronic Engineering, Information Technology, or related field
- 3–5 years’ experience supervising Extra Low Voltage (ELV) projects, specifically IP-based CCTV systems and VMS platforms
- Familiarity with networking concepts such as VLANs and PoE budgets
- Understanding of storage architectures including RAID 5/6/10
- Experience with Video Analytics and AI-based monitoring technologies
- Awareness of Social Residential Homes Act or similar healthcare/social service regulatory frameworks

- Demonstrate high ethical standards when handling sensitive site information
- Communicate complex technical issues clearly to home management
- Exhibit strong attention to detail to identify substandard installation or configuration errors
Reporting Line The Clerk-of-Works reports directly to the Chief Executive at the Social Residential Home.
