We are seeking a highly experienced, dedicated, hands\-on, results\-driven Clinical Delivery Manager to lead our clinical delivery team. In this role, you aren't just watching from the sidelines; you are the engine driving the project forward.

The Clinical Delivery Manager (CDM) is the most critical operational leadership role within the TIMS Clinical Delivery Team. The role exists to ensure that every clinical delivery workstream, including room planning, medical equipment integration, furniture delivery, commissioning, operational readiness, and staff training, is delivered on schedule and to international standards.The CDM is not merely an equipment coordinator. This is a hospital delivery leadership role responsible for driving the clinical realization of the entire facility from construction interface through operational commissioning.

The successful candidate will own the coordination and execution of all clinical delivery activities required to transition the hospital from a construction project into a fully operational world\-class healthcare institution, treating the hospital as a fully functioning healthcare ecosystem rather than isolated work packages.

KEY RESPONSIBILITIES<\/b>

Clinical Delivery Leadership<\/b>
<\/div>
  • Lead and manage the full TIMS Clinical Delivery team comprising cluster leads, biomedical engineers, coordinators,
    <\/span>and shared service functions.<\/li>
  • Serve as the primary day\-to\-day interface between the Clinical Project Director and all clinical delivery workstreams.
    <\/li>
  • Maintain a master Clinical Delivery Programme aligned to the construction schedule, tracking all clinical milestones from room schedule to commissioning.
    <\/li>
  • Chair weekly clinical delivery coordination meetings and produce concise progress reports for the Clinical Project Director.
    <\/li>
  • Identify risks, blockers, and interdependencies across clinical and construction workstreams and escalate critical issues promptly
    <\/li><\/ul>

    <\/b><\/div>
    Room Schedule and Clinical Brief Management<\/b>
    <\/div>
    • Own and continuously update the master room\-by\-room clinical brief \u2014 the definitive document specifying every item,<\/span> equipment, furniture piece, and clinical requirement for every room across the 350\-bed facility.
      <\/li>
    • Work directly with Vijay and his India\-based consultant team to reconcile the existing room schedule with the revised 350\-bed scope and close all outstanding gaps.
      <\/li>
    • Engage state\-appointed clinical consultant doctors to validate room briefs from an end\-user perspective.
      <\/li>
    • Ensure the room brief is a living, version\-controlled document that drives procurement, installation, and commissioning plans.

      <\/div>
      Construction Interface and Clinical Readiness<\/b>
      <\/div>
      • Attend construction and MEP coordination meetings as the clinical delivery representative to ensure the building as
        <\/span>constructed will support clinical functionality as designed.<\/li>
      • Validate that MEP infrastructure, medical gas points, structural provisions, power loads, HVAC, and floor loadings for specialist equipment are executed correctly before the relevant structural element is closed or completed.
        <\/li>
      • Coordinate with MEP, Structural, and Architectural consultants on clinical infrastructure requirements.
        <\/li>
      • Manage the formal construction\-to\-clinical handover process, wing by wing, ensuring each area is clinically ready before equipment installation commences.

        <\/div>
        Equipment Procurement and Vendor Management<\/b>
        <\/b><\/div>
        • Oversee all clinical equipment procurement activities across all five delivery clusters: Radiology & Oncology, Theatres
          <\/span>and Critical Care, Specialist Departments, Equipment Procurement & Vendor Management, and Medical Furniture and Furnishings.<\/li>
        • Manage day\-to\-day relationships with OEMs and vendors including Siemens Healthineers, GE Healthcare, Mindray, Fresenius, Olympus, and others, keeping the Clinical Project Director informed on all commercial and technical developments.
          <\/li>
        • Coordinate with the equipment Director on equipment specifications, labelling, and technical standards compliance.
          <\/li>
        • Track equipment delivery schedules, import logistics, and installation readiness across all departments, aligned to the construction programme.
          <\/li>
        • Ensure all equipment is verified against the room brief and clinical specifications before acceptance.
          <\/li><\/ul>
          Commissioning, Training, and Operational Readiness<\/b>
          <\/div>
          • Lead the clinical commissioning programme from equipment installation through to full operational readiness.<\/span>
            <\/li>
          • Coordinate OEM installation and commissioning teams across all departments, managing sequencing and resource conflicts.
            <\/li>
          • Work with Stephanie Maniloux and her team to develop operational readiness plans, ensuring the facility meets end\-user functionality and workflow requirements.
            <\/li>
          • Develop and oversee clinical staff training programmes in coordination with OEMs and clinical consultants.
            <\/li>
          • Support the two\-year post\-commissioning operations and management phase, ensuring sustained optimal utilisation of all clinical assets.
            <\/li><\/ul>
            Medical Furniture and Soft Furnishings<\/b>
            <\/div>
            • Oversee the medical furniture delivery programme, one of the highest\-volume workstreams, ensuring items are
              <\/span>correctly specified per the room brief, procured, delivered, and installed on schedule.<\/li>
            • Manage the soft furnishing scope across all clinical and patient areas.
              <\/li>
            • Coordinate furniture and furnishings installation sequencing with the construction and equipment installation programme.
              <\/li><\/ul>

              <\/div><\/span>

              Requirements<\/h3>
              • Degree in biomedical engineering, clinical sciences, healthcare management, or a relevant clinical discipline.<\/span>
                <\/li>
              • Postgraduate qualification in healthcare management, project management (PMP /PRINCE2), or hospital administration.
                <\/li>
              • Minimum 8 years in hospital project delivery, clinical equipment management, or healthcare construction commissioning.
                <\/li>
              • Experience delivering a greenfield hospital or major healthcare facility from construction through to full operational commissioning.
                <\/li>
              • Strong understanding of clinical equipment across multiple specialties; knowledge of MEP infrastructure requirements for clinical facilities; familiarity with OEM procurement and commissioning processes.
                <\/li>
              • Familiarity with JCI accreditation standards; experience with MGPS, pneumatic tube systems, and specialist oncology or imaging equipment.
                <\/li>
              • Demonstrated ability to lead and coordinate multi\-disciplinary teams under pressure in a complex project environment.
                <\/li>
              • Experience managing international OEM relationships and multi\-country consultant teams.
                <\/li>
              • Excellent written and verbal communication; ability to produce clear reports and present to senior stakeholders.
                <\/li>
              • Experience in donor\-funded or government healthcare infrastructure projects in Nigeria or West Africa.
                <\/li>
              • Nigeria\-based and able to be full\-time on\-site in Uyo, Akwa Ibom State
                <\/li>
              • Existing networks within the Nigerian or West African healthcare delivery ecosystem.

                Success in this Role will be Measured by:<\/b>

                • Completion and formal sign\-off of the master room\-by\-room clinical schedule within 60 days of appointment.<\/span>

                • Zero clinical readiness defects identified after structural or MEP closure of completed areas.
                  <\/li>
                • Timely delivery, installation, and integration of all clinical equipment without causing critical path delays to the project programme.
                  <\/li>
                • Successful completion of full clinical commissioning and operational readiness activities prior to hospital activation.
                  <\/li>
                • Effective coordination and completion of all OEM installation, testing, and commissioning activities with minimal unresolved defects at handover.
                  <\/li>
                • Consistent submission of accurate weekly clinical delivery reports to the Clinical Project Director.
                  <\/li>
                • Successful mobilization and operational readiness of the full Clinical Delivery Team within 90 days of appointment.
                  <\/li>
                • Seamless coordination between construction, MEP, OEMs, consultants, and operational stakeholders throughout the delivery lifecycle.
                  <\/li>
                • Effective identification, escalation, and resolution of clinical delivery risks, dependencies, and interface issues before impact to schedule or operations.

                • Readiness of all clinical departments for safe, efficient, and internationally compliant operations at go\-live.
