Position Summary:

The Construction Project / Roads Manager serves as the primary representative responsible for the overall direction, completion, and financial outcomes of construction projects for the Quapaw Nation. This role also manages the Tribal Transportation Improvement Program (TTIP) and Tribal Transportation Planning funds.

This role oversees all aspects of project and contract management, including risk management, procurement, scheduling, and compliance with grant requirements, ensuring projects are completed safely, efficiently, and to established quality standards.

Essential Job Functions:

  • Provide oversight and direction for construction projects in all aspects of contracts and financial responsibilities
  • Assist departments with pre construction activities and workflows.
  • Facilitate the execution of internal and external contracts and subcontracts, ensuring compliance with grant specific requirements, jurisdictional standards, arbitration terms, insurance, bonding, tribal sovereign immunity, liquidated damages, scheduling, project reporting, safety, quality control, cost tracking, and submittal processes.
  • Prepare and submit timely monthly pay applications for internally managed construction projects based on approved schedules of values.
  • Review and approve contractor pay applications as the Owner’s Representative for externally managed projects.
  • Coordinate project startup and scheduling with grant departments, architects, engineers, contractors, and stakeholders; issue Notices to Proceed when applicable.
  • Obtain building permits for projects located on trust property.
  • Coordinate across departments to ensure project schedules and budgets are maintained.
  • Oversee all project administration, operations, and close out processes.
  • Maintain comprehensive project records, including schedules, reports, subcontractor documentation, inspections, permits, insurance, financial records, and archives.
  • Assist the Nation’s Business Committee in developing and revising the Roads Priority List and related resolutions.
  • Research project requirements, develop scopes of work, and prepare preliminary budgets for new road projects.
  • Draft and maintain the National Tribal Transportation Inventory for Business Committee approval.
  • Develop and manage the Nation’s four-year Tribal Transportation Improvement Program (TTIP).
  • Update the 20 year Long Range Transportation Plan (LRTP) and submit approved revisions through the BIA.
  • Develop and manage road project budgets and funding.
  • Perform other duties as assigned.

Non-essential Job Functions:

  • Attend meetings, seminars, workshops, and training sessions as required to support professional development and program objectives.
  • Provide orientation, guidance, and training to volunteers, project partners, interns, and newly hired employees as assigned.
