Swaniti Initiative is a public policy and implementation focused organization working closely with governments, industry, and development partners for the last 14 years to strengthen governance, accelerate climate action, and enable sustainable development outcomes. Swaniti & work spans industrial decarbonization, MSME competitiveness, power sector reforms, and renewable energy adoption, with a strong emphasis on evidence\-based policymaking and on\-ground implementation across the Global South. <\/span>

Swaniti Initiative initiated the Meridian Collective and was launched at Davos 2026. The Meridian Collective is a global, action\-oriented platform designed to empower subnationalleaders \u2013 such as Governors, State Leaders, and Local Governments in various countries of the Global South, in accelerating energy transition agenda.<\/span>

To unlock East Java\u2019s & Blue Gold, You will lead the development of the province\u2019s first scalable Blue Carbon and sustainable maritime pipeline, focusing on mangrove monetization and

seaweed downstreaming.

SCOPE OF WORK<\/b><\/span><\/span>

The consultant will work closely with the Meridian Collective Secretariat and relevant stakeholders to undertake the following tasks:<\/span>

<\/span><\/div>
<\/div>
<\/span><\/div>
1. Blue Carbon Inventory<\/b><\/span>
<\/div>
<\/span><\/div>
<\/div>
<\/span><\/div>
The consultant will support the development of a Blue Carbon inventory for East Java. Key tasks include:
<\/span><\/div>
<\/span><\/div>
- Oversee AI\-driven mapping of mangrove and seagrass ecosystems in East Java.<\/span><\/span>
<\/li>- Identify coastal assets suitable for blue carbon project development.<\/span>
<\/li>- Support preparation of datasets required for carbon credit readiness, including alignment with relevant national carbon market systems such as SRN\-PPI and IDXCarbon.<\/span>
<\/li>- Contribute to the preparation of a baseline inventory of coastal carbon assets.
<\/span><\/li><\/ul>2. Coastal Value Chain Development<\/b><\/span>
<\/div>
<\/span><\/div>The consultant will support the development of sustainable coastal economic models linked to renewable energy. Key tasks include:
<\/span><\/div>- Design and develop the \u201cSolar\-Powered Marine Hub\u201d concept, aimed at modernizing <\/span><\/span>cold chain systems for coastal economies.<\/span>
<\/li>- Identify opportunities to support seaweed farmers and aquaculture producers through improved cold storage and energy access.<\/span>
<\/li>- Assess potential locations and operational models for marine hubs that integrate renewable energy and fisheries value chains.
<\/span><\/li><\/ul>3. Policy and Community Engagement<\/b><\/span>
<\/div>
<\/span><\/div>The consultant will facilitate engagement with national and local stakeholders relevant to blue economy development. Key tasks include:<\/span>
<\/div>- Engage with the Ministry of Marine Affairs and Fisheries (KKP) on policy alignment <\/span><\/span><\/span><\/span>for coastal development and blue carbon initiatives.<\/span>
<\/li>- Work with local governments and village institutions, including BUMDes, to ensure community participation.<\/span>
<\/li>- Support the development of revenue\-sharing models for coastal villages linked to blue carbon or coastal economic activities.
<\/span><\/li><\/ul>4. Investment Readiness and Asset Registry<\/b><\/span>
<\/div>
<\/span><\/div>The consultant will support preparation of materials required for investment mobilization and donor engagement. Key tasks include:<\/span>
<\/div>
<\/span><\/div>- Develop a Blue Asset Registry for East Java that catalogues potential coastal and blue <\/span><\/span>carbon assets.<\/span>
<\/li>- Prepare investment briefs and concept notes for selected blue economy initiatives.<\/span>

<\/div><\/span>Requirements<\/h3>
Education:<\/span><\/b><\/span>
<\/div>
<\/span><\/div>Master\u2019s degree in Marine Science, Coastal Management, Environmental Economics, Fisheries, Climate Change, or related disciplines.
<\/span><\/div>
<\/span><\/div>Professional Experience:<\/b><\/span><\/span>
<\/div>- Experience: 10+ years in Marine Biology, Environmental Economics, or Blue Economy <\/span><\/span>project management.
<\/span><\/li>- Technical Skills: Understanding of Blue Carbon sequestration methodologies and carbon <\/span><\/span>market standards (Verra/Gold Standard).<\/span><\/span>
<\/li>- Network: Existing relationships with KKP, local fisheries cooperatives, or maritime <\/span><\/span>NGOs in East Java.<\/span>
<\/li>- Education: Master\u2019s degree in Marine Science, Coastal Management, or Sustainable Development.
