Indus Action is looking for an Associate Director / Director \- Operations (RTL Portfolio) to drive the national <\/span>execution of Right to Livelihood (RTL) systems reforms across multiple states, in partnership with <\/span>Labour Departments, the Ministry of Labour and Employment, and ecosystem stakeholders. This role <\/span><\/span><\/span><\/span>
<\/div>
will be responsible for translating policy into on\-ground execution, ensuring that worker\-facing <\/span>systems are implemented, scaled, and institutionalised. The Director will act as the central execution <\/span>anchor, ensuring alignment across State teams, Government stakeholders, Product & tech teams and policy and partnerships. This role requires extensive national travel.<\/span><\/span><\/span>

2. <\/span><\/span><\/span><\/b><\/span>Role and Responsibilities<\/span><\/span><\/b><\/span>

a. <\/span><\/span><\/span><\/b><\/span>National Operations Leadership (RTL Portfolio)<\/span><\/span><\/b><\/span>

<\/span><\/span><\/span><\/span>Drive execution of RTL portfolio across multiple states with clear output and <\/span>outcome targets<\/span><\/span><\/span>

<\/span><\/span><\/span><\/span>Build and manage a national operating rhythm<\/span><\/span><\/span>
<\/div>
<\/span><\/span><\/span><\/span>Ensure time\-bound delivery of key platforms: DLC, Cess Portal, Worker Interfaces, <\/span>Interoperability pilots<\/span><\/span><\/span>
<\/div>
<\/span><\/span><\/span><\/span>Lead state prioritisation and sequencing strategy<\/span><\/span><\/span>
<\/div>
b. <\/span><\/span><\/span><\/b><\/span>Long\-term goal execution: <\/span><\/span><\/span><\/b><\/span>Provide strategic direction, manage cross\-functional teams, <\/span>and foster collaboration across government and industry to operationalise the Right to <\/span>Labour architecture at scale.<\/span><\/span><\/span>

<\/span><\/span><\/span>Worker Interface (Phygital Front\-End): <\/span><\/span><\/span><\/b>Lead the rollout of Worker Facilitation <\/span>Centres (WFCs) and digital platforms across states, ensuring a unified worker <\/span>journey and consistent UX standards across welfare, skilling, and grievance <\/span>systems.<\/span><\/span><\/span>

<\/span><\/span><\/span><\/span>Validation Protocols & Registration Systems: <\/span><\/span><\/span><\/b><\/span>Expand the DLC Chowk model <\/span>nationwide with a QR\-based registration architecture and standardised validation protocols to ensure low\-exclusion, high\-quality worker onboarding.<\/span><\/span><\/span>
<\/div>
<\/span><\/span><\/span><\/span>Portable Benefits & Interoperability: <\/span><\/span><\/span><\/b><\/span>Develop inter\-state portability for worker <\/span>entitlements, employer\-led registration channels, and destination\-state activation <\/span><\/span><\/span><\/span>

workflows, in collaboration with MoLE, state governments, and private sector <\/span>partners.<\/span><\/span><\/span>
<\/div>
<\/span><\/span><\/span><\/span>Cess Mobilisation & Financial Integrity: <\/span><\/span><\/span><\/b><\/span>Institutionalise standard cess <\/span>calculators, address leakages in mobilisation and utilisation, and align cess flows <\/span><\/span><\/span><\/span>

with worker coverage and benefit delivery for transparency and accountability.<\/span><\/span><\/span>
<\/div>
<\/span><\/span><\/span><\/span>Cross\-Sector Data Integration: <\/span><\/span><\/span><\/b><\/span>Drive data linkages between labour, education, <\/span>CRS, MGNREGA, and NCS systems to enable life\-cycle\-based benefits and <\/span><\/span><\/span><\/span>

interoperable data governance frameworks.<\/span><\/span><\/span>

c. <\/span><\/span><\/span><\/b><\/span>Government & Stakeholder Management: <\/span><\/span><\/span><\/b><\/span>Engage with senior bureaucrats across Labour, <\/span>Planning, IT, and Finance departments, act as a trusted execution partner to the <\/span>government, and drive multi\-stakeholder alignment.<\/span><\/span><\/span>

d. <\/span><\/span><\/span><\/b><\/span>Program Management & Systems Building: <\/span><\/span><\/span><\/b><\/span>Build execution systems, SOPs, and <\/span>dashboards for national scale, institutionalise review mechanisms and feedback loops <\/span>across states, and track core metrics.<\/span><\/span><\/span>

e. <\/span><\/span><\/span><\/b><\/span>Team Leadership & Capacity Building: <\/span><\/span><\/span><\/b><\/span>Lead a decentralised, multi\-state operations team, <\/span>build leadership capacity across teams, and strengthen internal capabilities in government <\/span>engagement, programme management, and data\-driven decision\-making.<\/span><\/span><\/span>

f. <\/span><\/span><\/span><\/b><\/span>Risk Management & Problem Solving: <\/span><\/span><\/span><\/b><\/span>Identify delivery risks across states and <\/span>design mitigation strategies, navigate ambiguity, policy shifts, and administrative <\/span><\/span><\/span><\/span>

bottlenecks, and ensure continuity of execution through political and administrative <\/span>transitions.<\/span><\/span><\/span>

Requirements<\/h3>

Requirements

a. Education and Experience
<\/div>
● Bachelor's degree required
<\/div>
● Master's preferred (Public Policy, Management, Engineering, or related fields)
<\/div>
● 10\u201315 years of experience with at least 5\-7 years of total experience in government\-facing roles/ public systems, managing multi\-state or national
<\/div>
programs and leading large teams and complex projects
<\/div>

b. Knowledge and Technical Skills
<\/div>
● Proven experience in large\-scale program execution across multiple geographies
<\/div>
● Strong understanding of Public systems (labour, welfare, social protection) and Government processes and stakeholder management
<\/div>
● Experience in digital/public tech system implementation (GovTech preferred)
<\/div>
● Strong analytical skills (data interpretation, dashboards, decision\- making)
