Ko tōu ake mahi - What you’ll do

Are you a senior leader who thrives at the intersection of governance, performance and public trust? This is a great opportunity to shape how the Ministry stewards Crown entities and monitors system performance at the highest level. As Director, Monitoring and Appointments, you’ll provide influential leadership across monitoring, analytics and statutory appointments - bringing these together into a coherent, high‑impact function that strengthens accountability, anticipates risk, and supports confident Ministerial decision‑making. Working alongside a close‑knit Director cohort, you’ll have the mandate, visibility and influence to make a meaningful difference across the public system.

You will:

  • Lead system and Crown entity stewardship by overseeing monitoring of Crown entities (excluding Health NZ) and system performance, connecting entity accountability with system insight to support strategic decisions and early issue identification.

  • Build an integrated operating model that links system/entity monitoring, performance analytics and insight, and statutory appointments as a core stewardship lever — ensuring these functions work together as one.

  • Deliver high-impact, authoritative advice to Ministers, the Director-General and senior leaders on performance, governance risk and system pressures — evidence-based, forward-looking and focused on consequences.

  • Drive risk-based assurance and escalation by setting proportionate monitoring approaches and making clear calls on when enhanced assurance, review activity or intervention is required for material concerns.

  • Lead with influence across the system through constructive engagement with Chairs, Boards and Chief Executives, strong leadership of the Monitoring and Appointments unit, collective leadership across the Director cohort, and clear portfolio advice to the DDG.

  • Proven, values-driven leadership capability, with the ability to set clear direction, empower others, and lead through change while maintaining a focus on outcomes and organisational priorities.

  • Exceptional stakeholder engagement and relationship management skills, with the credibility to act as a trusted adviser and influence at senior levels, including senior leaders, Boards and Ministers.

  • Extensive experience in public-sector monitoring, assurance and/or governance, including understanding and experience applying relevant legislative requirements and frameworks

  • Proven experience operating in complex, politically sensitive environments and navigating ambiguity.

  • Proven leadership of multi-disciplinary teams to build a unified vision and achieve collective impact.

  • Demonstrated ability to drive performance, including through encouraging innovative thinking, developing and embedding new ways of working
