Director of Engineering and Plant Operations
Job Summary: The Director of Engineering and Plant Operations is responsible for the operations of the Plant, Maintenance, Environmental Services and Linen, Grounds, Security and Bio-Medical departments and is responsible for designing, implementing and managing all clinical and administrative operations of the department, operating to fiscal requirements, and overseeing equipment needs. The director is responsible for Construction project coordination to ensure compliance with OSHPD, OSHA, NFPA, and related titles. In Safety and Environment of Care Committee and other safety related programs. The director works with all areas of the hospital to include clinical, financial, human resources, education and performance improvement in designing, implementing and managing the day-to-day operations to ensure safe quality patient care is provided. Actively and consistently contributes to department operations and communications, behaves in a manner consistent with the mission, vision, and values of Pipeline Health, upholding standards of AIDET (Acknowledge, Introduce, Duration, Explanation, Thank you) patient communication.
Essential Functions:
- Responsible for each department functions including preventative and corrective maintenance, construction management, equipment management, environmental cleanliness, security, emergency and disaster preparedness and other standard compliance.
- Runs administrative and task related projects such as policy development, time and attendance functions, staffing and scheduling, purchase order and CER approvals.
- Maintains compliance with hospital regulatory agencies on all elements of the EOC standards, emergency management and HPP Grant requirements.
- Ensures communication process is effective by conducting monthly departmental meetings and by weekly department supervisor meetings.
- Coordinates and integrates services within the department and with other departments, participates on multidisciplinary committees and department manager meetings, to ensure effective communication of information as well as ensuring collaborative efforts in providing all services.
- Collaborate with Environmental Services (EVS) and Security Supervisors to maintain a safe, sanitary, and compliant environment of care. This includes coordinating daily workflows, aligning infection control and life safety protocols, and leading multidisciplinary response teams to ensure patient, staff and visitor safety.
- Ensures the optimal provision of services through sound personnel management (training, skill level, competency, hiring, education, performance management) to meet the needs of the patients.
- Effectively manage financial and human resources within the areas of responsibility and in collaboration with other hospital departments, providing direction and setting expectations consistent with the goals of the organization.
- Create monitoring systems or programs in the institution to detect problems as soon as possible.
- Develop systems for cleaning, repair, and maintenance of facilities.
- Create staff development programs such as skills enhancement trainings and sessions.
- Uses AIDET in interactions with patients and family members.
- Acts with a sense of urgency when performing tasks.
- Basic unit/department maintenance such as keeping files, drawers, cabinets free from unnecessary clutter.
- Reports on any equipment and or environmental issues for repair.
- Abides by HIPAA (Health Insurance Portability and Accountability Act) regulations.
- Speaks up to stop the line and escalates potential safety events if necessary.
- Completes and attends monthly training assigned.
- Other duties as assigned.

Qualifications/Experience:
- Minimum of three (3) years of California hospital facilities management, construction and project management experience, required.
- Critical thinking, service excellence and good interpersonal communication skills, ability to read/comprehend written instructions, strong organizational skills, ability to follow verbal instructions, and PC (computer) skills.
- Familiarity with the standards from The Joint Commission (TJC), OSHA, NFPA (Life Safety Code) and EPA.
- Proven ability to oversee operational expenditures manage personnel and enforce safety protocols.
- A capacity to learn, synthesize, make critical judgments, work independently, place patients and families first, and collaborate with the team members who are recognized leaders within health care.
