Develops and executes the Bank’s government relations strategy by establishing the Bank’s priority on public policy issues and targets pending legislation and regulation impacting the FHLB of Dallas. To ensure that the FHLB of Dallas effectively maintains and uses its relationships with key industry stakeholders to support the Bank’s priorities and initiatives by serving as a liaison between the Bank and stakeholders including trade associations, industry coalitions and prominent state and national housing groups.
PRIMARY RESPONSIBILITIES:
- Serves as the Bank's Government Relations Officer. Establishes, maintains and builds relationships with key Washington, D.C. and District constituencies. Spearheads educational and advocacy initiatives which target Members of Congress, congressional staff, state elected officials, trade associates and regulators. As necessary, connects the CEO and the Bank's senior managers with those in industry who can affect FHLBank business.
- Provides counsel to the executive team on appropriate policy positions and strategies concerning regulatory and legislative initiatives.
- Identifies and coordinates outreach events involving Members of Congress, member financial institutions and community partners which emphasize the Bank's positive impact in the District.
- Oversees the activities of the Bank's legislative external resources and works with the Council of FHLBanks to more effectively serve the Bank’s District.
JOB REQUIREMENTS:
- Bachelors and/or graduate degree in business, finance, political science, real estate or other related degree.
- 5-8 years experience in the real estate finance industry, ideally in a policy, government relations or community relations position.
- Identify existing relationships and/or demonstrate knowledge of key stakeholders in the real estate finance industry including trade associations, and industry coalitions and housing groups preferred.
- Ability to independently develop and execute a strategic outreach plan to key stakeholders.
- Ability to manage multiple deadlines, work under pressure and deal effectively with all levels within the Bank.
- Superior communication, interpersonal, presentation and analytical skills.
- Extensive travel required along with the ability to work weekends and evenings when necessary to meet job duties and responsibilities.
- Thorough knowledge of the real estate finance/financial services industry required and considerable knowledge of the FHLBank System strongly preferred.

This position also requires the ability to drive an automobile and fly on commercial airlines. The employee may occasionally lift and/or move up to 25 pounds.

Work is performed in a temperature controlled office environment requiring little physical exertion. The noise level in the work environment is low to moderate. Mental concentration, attention to detail and computer use for extended periods of time is common. Completion of complex tasks under deadline pressure may be required. This position may, on occasion, also require evening and weekend work based on business needs. Interruptions may occur.
