Description of Work

This position is eligible to be fully remote (home as duty station), with some requirements to report to the judicial division III office in Kernersville, NC, for meetings and duties required by management. Travel throughout the judicial division is required on a regular and recurring basis to deliver training and other job duties. Travel throughout the state is required to carry out other job duties related to training, meetings, and service on the Emergency Response Team. Position shall work an irregular schedule which will vary between first and second shifts. Emergency call back is expected.

The position is classified as a Probation/Parole Field Training Officer (FTO) and will work at the division level. Reporting to the Division Chief Probation Parole Officer, the Division FTO will oversee the work of District FTOs to ensure consistency in training content and methodology. The incumbent will train other officers in the techniques of case management and the counseling of offenders with a wide variety of sanctions (such as split-sentence, electronic house arrest, substance abuse treatment).

This is professional work performed as Officers of the Court where employees function as a lead Probation/Parole Officer (PPO) with responsibility for training and supervising new Probation and Parole Officers (PPOs) within a judicial division. This position will serve as the coordinator for all specialty and departmental mandated trainings needed for staff within the judicial division.

The position will train PPOs on how to conduct in-depth risk and needs assessments, develop case plans, identify when to use incentives and consequences and provide the court with recommendations regarding the offenders' suitability for community-based supervision, treatment, and sanctions. Work assignments include significant involvement in educating new PPOs on counseling and supervision of offenders, effective case management and judiciary practices and procedures. This is independent work which requires the application of good judgment, excellent communication skills, and ability to prioritize work.

The Division FTO works primarily with new hires in the field, but work locations also include office, court, Department of Adult Correction, and institutional facilities. Work requires ability to drive a vehicle for long hours, during day and night hours and in all types of weather. Position is home-as duty station due to the extensive amount of travel required; periodically, work will be conducted in the judicial division office.

The successful candidate will demonstrate and train new hires on effective offender contacts at the offender's home and/or workplace, including warrantless searches which may be hostile or in unsanitary conditions. The Division FTO will be exposed to high crime, violence-prone areas which may include threats from the offenders, family members, and the associates of the offenders who may be hostile, resistant, and violent. Violent interactions may result in bodily injury. Under certain circumstances, this employee may be required to restrain or use deadly force against offenders when performing their duties.

Work requires working flexible hours to include days, nights and weekends, emergency response, on-call availability, and may require some overtime. Position will also serve on the Electronic House Arrest Response Team (EHART), Emergency Management Response Team and to deploy or serve on call when situations warrant.

The Division FTO will monitor officers' safety equipment and be responsible for arranging for the repair or replacement of any damaged equipment throughout the judicial division. Employee will serve as liaison with OSDT for Basic Training needs and adjunct instructor certifications for the judicial division. Employee will also update lesson plan and ensure there is an adequate number of instructors within the Division to accommodate armor needs that occur when firearms trainings are not in session.

The Division FTO provides direction to the Division’s administrative staff when ordering equipment used for replacements. Position will maintain inventory of the judicial division's equipment by assisting staff with maintaining control of firearms stored in the judicial division's safe, to include any firearms seized by the division. Position will maintain and monitor inventory of officer safety equipment for both new hires and veteran staff, including equipment in need of repair, and will ensure that equipment is properly distributed and assigned. Position will also maintain ammunition and seized firearms inventory for the judicial division. Employee will have armor responsibilities that occur when firearms training is not in session at the judicial division office.

The Division FTO is frequently in court and will associate with judges, lawyers, District Attorneys, Clerk of Court, law enforcement, etc. The incumbent shall behave in a professional manner at all times as they hold a highly visible position within Community Supervision, and their actions will reflect upon the entire department.

The FTO must have extensive knowledge of Structured Sentencing and how it applies to Adult Correction and Juvenile Justice. FTO shall regularly model and demonstrate their knowledge of local and regional community resources to address the placement of monitored offenders. FTO shall be knowledgeable of the available tools and sanctions that will target offender needs.

The successful candidate must be proficient with a variety of software applications to include OPUS, CSAS, ICOTS, FMS, and AOC in addition to MS Office applications in order to perform data entry and research regarding offenders.

The Division FTO will coordinate quarterly meetings with District FTOs to discuss training ideas and needs within the districts. They will identify and facilitate training for staff with performance deficiencies.

The Division FTO will maintain General Instructor certification with specialties and will serve as an instructor when needed. Position will review all applications for General and Specialty Instructor trainings and will also review any outside training requests from staff. Position will work closely with Directors to develop trainings and will ensure timely and quality training by facilitators.

The Division FTO will participate in FTOs meetings and committees to maintain knowledge and skills of the position. The Division FTO will serve as a Sustainability Team Training Leader for the division and will assist with identifying, organizing, and training sustainability team members and facilitators.

The Division FTO will regularly conduct site visits to judicial districts throughout the judicial division to ensure all training needs are met and will:
• Coordinate and follow up on Community College training rooms as venues for specialty training needs for the Judicial division
• Act as liaison for OSDT for Basic Training documentation needs and firearms prequalification requirements
• Maintain communication of policy changes and recommend changes to lesson plans to meet the judicial division's needs
• Serve as the judicial division's liaison between districts and Security Services for the coordination of special initiatives and training
• Serve as liaison for Critical Incident training and as the point of contact for vendor training
• Serve as primary point of contact for Emergency Management Response Team and provide required training and equipment needed
• Serve on Safety Inspections Committee for judicial division by maintaining accurate safety records for the Division Office, reviewing and overseeing timely submission of all district safety records (inspection responses, life safety system reports, safety meeting minutes, etc.) and conducting random safety inspections at District locations when directed by Division Directors
• Serve as member of Officer Safety Task Force as an expert liaison regarding procedural matters such as chain of custody, policy reviews, record keeping, etc. and may participate in field operations as needed
• Maintain adjunct instructor certifications, identify and coordinate completion of training hours required
• Conduct random audits of District safety equipment when directed by Division Directors


The successful candidate will possess exceptional time management and organizational skills and must be able to work under stressful situations.

The Field Training Officer (FTO) is required to attend various training throughout their tenure and shall carry a caseload when called to do so.

Salary Grade Range: $43,267- $75,718.00

  • Proven experience using data to interpret Community Supervision guidelines and to support responses to behavior patterns, non-compliance, incentives, individualized case plans, and delegated authority

  • Experience developing, organizing, and delivering training materials, including official, structured training sessions or unstructured mentoring sessions

  • Strong organizational skills and proven experience setting priorities, managing a complex schedule, establishing and adhering to deadlines

  • Demonstrated experience applying the principles of evidence-based practices in daily probation and parole officer activities

About the Division of Community Supervision:

The Division of Community Supervision (DCS) is responsible for overseeing supervision of adult offenders on probation, parole, or post-release. The DCS mission is to ensure public safety while helping offenders make positive changes and successfully complete their supervision. DCS collaborates closely with the NC Post-Release Supervision and Parole Commission, the court system as well as other state agencies, and community partners, particularly those addressing mental health, substance use and re-entry issues faced by our returning citizens. DCS is also responsible for the supervision of offenders who transfer from other states through the Interstate Compact program and has oversight of the Community Service Work Program.
