Join a dynamic team of development professionals at Pima County Development Services. We are seeking an experienced and collaborative leader to serve as Division Manager of the Operations Division. The ideal candidate will have a strong background in the development and permitting process, extensive experience working within the Accela permitting system, and a proven ability to supervise staff and lead organizational initiatives.

Success in this role requires excellent communication skills, sound judgment, and the ability to collaborate across divisions to identify solutions, build consensus, and support continuous improvement efforts. A thorough understanding of development codes, regulations, and permitting processes is essential. As Division Manager, you will oversee the Operations Division, including management of the department's GIS, computer systems, IT support, finance functions, project management activities, and customer service initiatives. The position is also responsible for other operational functions that support the overall success of the department and its strategic goals.

This leadership role reports directly to a Deputy Director and supervises a team of approximately 4–6 employees. Work is primarily performed in an office setting.

Essential Functions:

  • Plans, organizes, trains and manages assigned Development Services activities, supervising staff across various functional areas such as planning, development review, permitting, and code enforcement;

  • Manages, monitors, and evaluates the effectiveness of services provided by the division, ensuring compliance with federal, state, county, and related laws, rules, and regulations;

  • Advises management on the development of policies, standards, and operating procedures to ensure timeliness and efficiency to meet both long- and short-term strategic goals for the division;

  • Oversees the planning and coordination with other county departments, ensuring alignment with development goals, safety standards, infrastructure improvements, and innovative practices in development;

  • Assists in developing, administering, and monitoring budgets for assigned areas, providing input during the department’s budget process;

  • Addresses complex public inquiries related to development services, ensuring that concerns are effectively resolved and community needs are met;

  • Represents the division in interactions with other public works departments, municipalities, developers, utilities, and regional organizations, such as the Pima Association of Governments, Metropolitan Pima Alliance, Southern Arizona Home Builders Association;

  • Conducts research, investigations, and analysis on contentious or sensitive issues, documenting findings and recommending appropriate actions to the director or deputy director;

  • Prepares and delivers comprehensive technical reports on division activities, ensuring accurate and timely reporting for management review;

  • Monitors contractual agreements and services related to development projects, including preparing requests for proposals (RFPs) and analyzing proposals for assigned projects or services.

Minimum Qualifications:

Bachelor’s degree from an accredited college or university with an academic major in Business Administration/Public Administration/Management, Urban Planning, Civil Engineering, Architecture, Construction Management, Environmental Science/Engineering or a related field as determined by the department head at the time of recruitment AND five years of professional experience in management INCLUDING two years supervising activities in development services.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):

  • Minimum five (5) years of experience with Accela permitting software.

  • Minimum five (5) years of experience with development review process such as administration of the permit process, finance, planning, zoning, addressing or areas related to other public works department(s) reviews such as transportation, flood control or wastewater.

Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Supplemental Information:

Licenses and Certificates: Some positions require a valid Arizona Class D driver license at the time of application or appointment. Failure to obtain/maintain the required licensure shall be grounds for termination.

Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history.
