ELECTRONICS TECHNICIAN

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a ELECTRONICS TECHNICIAN, Position Description Number PDT7010000 and is part of the State Army Aviation Office, Wyoming National Guard. This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, and Sections 932 and 1084 (FY17 NDAA)". This is a Title 5 Excepted Service position. Military affiliation is not required.

Position is assigned to the Wyoming Army National Guard's Army Airfield, located at Camp Guernsey, Wyoming. Performs technical work in the maintenance, continuous operation, technical functioning and performance certification of electronic systems used in airways navigation and air traffic control. This includes performing work involved in a program of preventive and corrective maintenance, analysis of system performance, development and submission of recommendations for system improvements, and restoration of service in the event of failure. The primary and paramount purpose of this position is to provide technical expertise to maintain and certify Air Traffic Control and Landing Systems (ATCALS) which involves a mixture of WG and GS work. Physical work includes installation, modification, testing, repair, overhaul, calibration, and maintenance of various systems and subsystems but for the purpose of certifying systems operation. The paramount requirement of the job is to perform sub-professional work on electronic equipment, and the incumbent of the position must make determinations which could involve the shutdown of systems for flight safety reasons. ** This is NOT an all-inclusive list of duties. **

EMPLOYMENT CONDITIONS: U.S. Citizenship Required. Must obtain and maintain a SECRET security clearance. This position is subject to provisions of the DoD Priority Placement Program. PCS costs are not authorized. Must be willing to relocate at own expense if selected. CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. Mission Essential: (not 'emergency' essential) - positions are subject to call back and work during nights, weekends, holidays, emergencies, and outside normal operating hours. Positions are operationally essential to aviation operations at the assigned airfield. Positions are typically exempt from government shutdown and may be exempt from weather release or other closures as determined by the installation commander (in a nutshell, if aviation operations continue, the airfield should remain open). 3. Drug Screening: AR 95-2 para 5-4.c.(2)(b); AR 600-85 para 4-8.h.(6) and Ch. 5; AR 40-8; 49 CFR Part 382, Subpart C (applies to fuel operators); TC 3-04.15 para 1-49 & 5-42 thru 5-47. 4. Rotating Shifts: Airfield operating hours range from 16-24 hours per day, 5-7 days per week. All non-supervisory positions work rotating shift work to support published operational hours as well as occasional operations outside operating hours. 5. State Issued Driver's License: AR 95-2 Ch 10 - airfield mgmt./ops, safety and electronics techs are required to perform various inspections around the airfield cantonment area daily. 6. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 7. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by TAG.
