Emergency Management Exercise Planner

This position will support our joint venture with partner company, ATI, Inc. DGI-ATI (JV) has a current need for full-time Emergency Management Exercise Planner. This role involves working in secure environments in support of mission-critical operations.

Duties and Responsibilities

  • Design and manage the Client's comprehensive emergency management exercise program lifecycle, ensuring alignment with federal standards and the Homeland Security Exercise and Evaluation Program (HSEEP).
  • Support the development of multi-year strategic plans and program management frameworks for emergency preparedness training and exercises across the Client’s domestic footprint.
  • Support interagency coordination for exercise planning and execution at the Client and federal levels.
  • Plan and execute tabletop exercises, functional exercises, and full-scale drills including continuity of operations (COOP), active shooter scenarios, facility evacuations, and shelter-in-place procedures.
  • Develop exercise documentation including Exercise Plans (EXPLAN), Master Scenario Events Lists (MSEL), Controller/Evaluator Handbooks, player briefings, and After-Action Reports/Improvement Plans (AAR/IP).
  • Formulate evaluation criteria, assess exercise outcomes, and produce comprehensive post-exercise reports with actionable recommendations.
  • Recruit, train, and manage exercise controllers and evaluators to support domestic Client exercises.
  • Provide expert technical assistance to bureaus and offices on exercise planning, execution, and evaluation.
  • Create playbooks, standard operating procedures, and self-service tools enabling offices to conduct independent exercises.
  • Represent CLIENT at Client and interagency meetings on exercise and training matters. Prepare briefings, impact statements, meeting summaries, and executive correspondence.
  • Conduct policy analysis, resolve complex program issues, and provide authoritative guidance on exercise-related questions.
  • Provide 24/7 contingency support during real-world crises and National Special Security Events (NSSE).
  • Support National Continuity Programs by coordinating transportation, logistics, and facility operations at alternate work locations.
  • Participate in team planning meetings to advance CLIENT programs, policies, and procedures.

Required Qualifications and Experience

  • Bachelor’s Degree or a minimum of three years of Relevant Experience
  • Demonstrated ability to write and present information in a compelling and meaningful manner for different audiences using a variety of communication platforms.
  • Experience working on behavior change communication campaigns.
  • Prior emergency management experience preferred.
  • Ability to work both independently and as part of a team.
  • Proven ability to manage multiple tasks, coordinate activities in multiple locations, act decisively in daily work and work well in a multi-cultural team environment.
  • Proficiency in qualitative and quantitative research methods.
  • Ability to create and edit documents, reports, and products that conform to the standardized styles and guidelines.
  • Candidates must be US Citizens.
  • Must be eligible to obtain and maintain clearance; Candidate must be able to work independently in a secure or sensitive environment.

Job Type: Full-time

Pay Range: $85,000 - $110,000/year depending on experience

Location: Bluemont, VA

Working Hours: Normal Work Hours – Monday – Friday (anticipate 40 per week).
