About the project
The East Rockingham Waste-to-Energy Project is a landmark facility in Western Australia that converts municipal and commercial waste into renewable energy. It will process up to 300,000 tonnes of waste annually, generating sustainable electricity for thousands of homes while reducing landfill. ACCIONA is delivering this complex infrastructure project with cutting-edge technology and a strong focus on environmental outcomes.
About the opportunity
The Environmental Manager is responsible for leading environmental compliance, performance and sustainability outcomes at the Energy-from-Waste facility. The role ensures full compliance with environmental licenses, regulatory obligations and corporate standards, while supporting safe and efficient plant operations.
This position plays a critical role in managing emissions, waste feedstock
compliance, residue management and environmental risk, ensuring the facility operates to the highest environmental and community standards.
Responsibilities
- Lead environmental compliance across licences, approvals, regulatory reporting, and regulator engagement, ensuring adherence to legislative, contractual, and management system requirements.
- Manage environmental monitoring programs including air emissions (CEMS), water, noise, odour, waste, and residue management, analysing data trends and driving environmental performance improvements.
- Develop and maintain Environmental Management Plans, ISO 14001-compliant management systems, legislative registers, compliance frameworks, and environmental controls.
- Lead environmental incident reporting, regulator notifications, investigations, root cause analysis, corrective action implementation, and communication of lessons learned to prevent recurrence.
- Plan and conduct environmental audits, compliance inspections, and assurance activities, driving non-conformance management, document control, compliance verification, and continuous improvement.
- Act as the primary liaison for regulators, clients, communities, and project stakeholders, managing environmental communications, incident responses, monitoring exceedance notifications, training, and risk escalation.
Required Skills and Competencies
- Degree in Environmental Science, Engineering, or a related discipline.
- 7+ years’ environmental management experience in a regulated industrial environment, including licensed facilities.
- Strong expertise in environmental compliance, emissions monitoring, and ISO 14001 Environmental Management Systems.
- Proven ability to manage regulator relationships and navigate EPA/DWER regulatory frameworks.
- Knowledge of Australian Sustainability Reporting Standards (ASRS) and National Greenhouse and Energy Reporting (NGER) requirements.
- Experience with Continuous Emissions Monitoring Systems (CEMS) and availability to provide on-call environmental incident support when required.
