JOB SUMMARY

The Philadelphia Department of Public Health’s Substance Use Prevention and Harm Reduction Division is seeking an Environmental Services Coordinator to support the day-to-day operations of the Division’s environmental services programs, including Block-to-Block (B2B), Project Reach, and Philly Phlush.

The Environmental Services Coordinator will assist with daily field coordination, staff scheduling, public restroom operations, syringe collection efforts, neighborhood clean-up activities, volunteer support, supply inventory, documentation, and community response efforts. This position will help ensure that staff and volunteers are trained, supported, and following program expectations, safety procedures, and documentation requirements. The coordinator will also assist with tracking program activity, maintaining accurate records, supporting safe field practices, and communicating operational concerns to the Environmental Services Manager.

This role is essential in supporting programs that reduce environmental hazards, address community concerns, improve public spaces, and serve neighborhoods most impacted by substance use, homelessness, and related public health challenges.

The Environmental Services Coordinator will report directly to the Environmental Services Manager and work closely with staff across PDPH’s Substance Use Prevention and Harm Reduction Division, the Department of Behavioral Health and Intellectual disAbility Services, the Opioid Response Unit, community organizations, neighborhood residents, and other city partners.

JOB SPECIFICATIONS

Responsibilities and Duties

The Environmental Services Coordinator will be responsible for supporting daily operations across B2B, Project Reach, and Philly Phlush, including but not limited to:

Program Operations

  • Assist with the day-to-day coordination of environmental services programs, including B2B, Project Reach, and Philly Phlush.
  • Support the Environmental Services Manager in planning, organizing, and monitoring daily field operations.
  • Help establish daily and weekly work priorities based on program needs, staffing, community concerns, and environmental conditions.
  • Assist with adjusting schedules when staffing shortages, call-outs, weather events, or urgent operational needs occur.
  • Help ensure that staff understand daily expectations, assigned locations, safety procedures, and reporting requirements.

Block 2 Block Program Support:

B2B (Block 2 Block) A same day/work pay and community engagement program that supports neighborhood cleanup efforts while connecting participants to resources and supportive services.

  • Support the planning and daily operation of the Block-to-Block neighborhood clean-up program.
  • Assist with coordinating work assignments for B2B participants, volunteers, and staff.
  • Help identify streets, intersections, parks, lots, and other public spaces in need of clean-up or targeted environmental response when needed.
  • Support efforts to ensure B2B participants are treated with dignity, respect, and professionalism.
  • Help coordinate supplies, equipment, PPE, and materials needed for daily B2B operations.

Project Reach Support:

A field based environmental services program focused on syringe cleanup, public health related sanitation concerns, and outreach in impacted communities.

  • Coordinate and support Project Reach field activities, including syringe sweeps, syringe collection box servicing, and environmental outreach.
  • Help identify locations where discarded syringes, drug paraphernalia, trash, or other environmental concerns are reported.
  • Assist with maintaining service schedules for syringe collection boxes and community clean-up locations.
  • Support staff in safely collecting and disposing of discarded sharps and related materials according to established procedures.
  • Assist with tracking syringe collection data, route completion, site concerns, and supply needs.
  • Help coordinate responses to community requests, partner referrals, and environmental complaints.

Philly Phlush Support:

A public restroom program that maintains, stocks and monitors the city’s permanent stand alone public restrooms to support public, dignity, and community cleanliness.

  • Assist with creating and maintaining schedules for Public Restroom Specialists.
  • Help ensure Philly Phlush units are opened, closed, cleaned, stocked, and maintained according to program expectations.
  • Coordinate supply needs for public restroom operations, including paper products, cleaning supplies, PPE, and other materials.
  • Support coverage planning when Public Restroom Specialists are unavailable or when additional staffing support is needed.
  • Assist with identifying maintenance issues, service interruptions, safety concerns, or operational barriers at Philly Phlush locations.
  • Communicate updates regarding restroom operations, closures, supply needs, and field concerns to the Environmental Services Manager.
