QUALIFICATIONS:

  • Candidate must possess a professional license in engineering (Electrical/Civil)
  • At least 10 years of working experience in estimating and quantity surveying preferably from construction industry.
  • Must have knowledge and experience in estimation, quantity take off, costing and pricing
  • Willing to be assigned in Sucat, Paranaque City.

JOB DESCRIPTION:

  • Review tender docs, and identify bid requirement for the assigned project to be bid. Review tender data sheets and tender preparation programme provided.
  • Manage over-all tender preparation work specifically for estimating, planning and scheduling tasks of the assigned project for bidding
  • Ensure estimates are submitted on the time and in the most competitive price.
  • Take the lead in conducting the estimate for an assigned project and evaluates the estimating requirements as a component of the tender.
  • Study the tender documents and determine the requirements that are needed in the preparation of a competitive and compliant tender.
  • Prepare the estimating work plan and organize the estimating team.
  • Liaise and coordinate with other Sections, Departments or Groups with regards to their respective aspects of the tender (i.e. procurement - materials and subcontractors’ quotations, design - tender’s design requirements, commercial - commercial aspects of the tender, etc).
  • Take the lead in the preparation of tender requirements like methodology, manpower schedule, equipment utilization schedule, safety and quality plans in coordination with other departments to ensure that they are consistent with the estimates.
  • Manage the preparation of the estimates and takes the lead in the conduct of tender reviews and the finalization of the Tender Summary Sheet
  • Ensure that the estimates are completed ahead of time so that the final tender proposals are submitted on time.
  • Coordinate with the assigned Business Development Officer regarding pre-bid meetings, site inspections, tender reviews and other relevant activities connected to the tender process.
  • Coordinate with other Department in establishing tender parameters by consolidating data and technical information gathered from other Department and external source.
  • Prepare a tender analysis identifying individual allowances for labor, plant, materials, subcontractors and indirect costs
  • Work closely with the Procurement Department to find ways and means in selecting the most competitive and compliant proposals from suppliers and subcontractors.
  • Present to the Tender Review Committee all aspects of the tender developed by the estimating team and various groups
  • Produce the tender file for handover to the Operations Head and attend and facilitate Handover meeting
