This is demonstrated through Oxfam in the Pacific’s partnership and public influencing work, and in its approach to the organizational culture, recruitment, and people management. This means leadership by Pacific Islanders for Pacific Islanders in Oxfam in the Pacific’s management teams while drawing on the experiences and expertise of Oxfam’s international network and counterparts.
As a broker, convenor, and facilitator, we celebrate all Pacific identities and stand in solidarity with local actors while influencing key Pacific stakeholders to change beliefs, behaviours, and power relationships in fighting poverty and injustice. Oxfam in the Pacific’s Regional office is situated in Suva, Fiji, and focuses on providing assistance to several countries in the region, including Papua New Guinea, Vanuatu, Solomon Islands, Fiji, and the Polynesia Micronesia country cluster, which encompasses Samoa, Tonga, Tuvalu, Cook Islands, Niue, Kiribati, Palau, Nauru, the Federated States of Micronesia (FSM), and the Republic of the Marshall Islands (RMI) in Micronesia.
PURPOSE
The European Union–funded Forestry–Climate Change–Biodiversity Programme (EU‑FCCB)—National Component implemented by Expertise France—has launched a grant scheme focusing on “Improvement of smallholder participation in deforestation‑free value chains.” The final submission deadline is 19 March 2026 (12:00 Paris time).
OIP intends to submit a full proposal and is commissioning a consultant to lead the design, coordination, and production of a donor‑compliant, competitive proposal package, aligned with the EU‑FCCB rules, scoring criteria, and required annexes.
The consultant is expected to develop a complete, high‑quality, fully compliant Full Application (Annex A, Annex B, Annex C, Annex D, Annex E + supporting documents) for submission via POPS to Expertise France by 19 March 2026. The consultant will drive co‑design, technical writing, budget development, sub‑granting architecture, gender integration, partner coordination, and compliance verification.
SCOPE OR WORK AND ROLES AND RESPONSIBILITIES
Phase 1 — Inception & Compliance Mapping
- Review the EU‑FCCB Call for Project Proposals, rules, and all mandatory Annexes (A, A/1, B, C, D, E).
- Extract and summarise all compliance requirements (eligibility, partners, geographic scope, three‑component structure, CKM/visibility, budget rules).
- Produce a Compliance Checklist & Workplan aligned to the 19 March deadline.
Phase 2 — Design Facilitation & Partner Engagement
- Confirm required partners (≥2, including ≥1 PNG national partner) and prepare draft mandates.
- Conduct design workshops to define:
- Theory of Change & result pathways (aligned with SO3 and Outputs 2.1, 3.2, 3.3, 3.5, 3.6)
- Geographic scope (≥3 regions; ≥3 eligible provinces)
- Sub‑granting architecture: community grants, value‑chain grants, training/knowledge sharing packages.
Phase 3 — Drafting of the Full Technical Proposal
- Prepare Annex C: Description of Action, ensuring clear ToC, logframe alignment, gender/youth inclusion, safeguarding, sustainability, risk analysis, CKM/visibility.
- Draft Annex A: Full Application Form, including applicant declarations and partner sections.
- Prepare the CKM and Visibility Plan compliant with EU‑FCCB branding and approval requirements.
Phase 4 — Budget & Financials
- Develop Annex B: Budget (Excel), meeting rules for eligible/ineligible costs, ≤7% indirect costs, ≤5% contingency (if justified), and donor value‑for‑money expectations.
- Prepare semester‑based disbursement forecasts and payment schedules.
Phase 5 — Sub‑Granting Framework
- Develop a Sub‑granting Strategy aligned with EU requirements (including ≥20% new CBOs).
- Prepare selection criteria, scoring matrices, screening tools, and templates for CBO, CSO, and PSO grants.
Phase 6 — Quality Assurance & Finalisation
- Facilitate an internal review session with OIP SLT & ELT (consistent with OIP’s prior TOR practice).
- Produce a fully revised, upload‑ready set of Annexes and supporting documents.
Phase 7 — Final Handover
- Produce a Final Submission Dossier, including:
- Completed Annexes A, B, C, D, E
- POPS upload guide
- Lessons Learned & Post‑Award Preparatory Note
- Submit all final materials to OIP by 16 March 2026.
Gender Inclusion Requirements (Integrated into the design, drafting, budgeting, and sub‑granting tasks)
Gender justice is core to Oxfam’s identity and to the EU‑FCCB programme’s priorities, which require gender‑responsive green livelihoods, equitable participation, and gender‑disaggregated indicators.
The consultant must therefore:
- Embed gender equality across the proposal, including the Theory of Change, outputs, activities, sub‑granting mechanisms, capacity building, and sustainability rationale.
- Include gender‑responsive, gender‑disaggregated indicators, aligned with EU‑FCCB mandatory indicators for women and youth under Outputs 2.1, 3.2, 3.3, and related components.
- Ensure the sub‑granting strategy promotes equitable access for women and women‑led CBOs/CSOs/SMEs.
- Apply gender‑inclusive engagement approaches during consultations and co‑design sessions.
- Integration of gender considerations in risk analysis, environmental and social safeguards, budgets, and partner roles.
- Work closely with OIP gender focal points to ensure alignment with Oxfam’s gender justice commitments.
- Ensure CKM/visibility materials reflect gender‑inclusive, respectful representation of women and youth.
Outputs of the consultancy must demonstrate clear, measurable gender outcomes and compliance with both OIP and EU‑FCCB gender standards.

BUDGET AND LEVEL OF EFFORT
- Consultant to propose daily rate, in-country travel cost, and cost breakdown.

Contract Manager: P&C and Finance Lead, OIP
Reporting: Business Development Lead, OIP noting that the Consultant reports to BD Lead and will share all deliverables electronically.
Steering: OFR, OIP SLT & ELT (review/decision points)

ETHICAL, SAFEGUARDING AND VISIBILITY REQUIREMENTS
- Consultant must comply with Oxfam’s safeguarding, anti‑fraud, anti‑corruption, and ethical standards.
- All CKM/visibility materials must comply with EU‑FCCB branding, logo usage, and approval procedures.
- Before final selection of a successful candidate, a police clearance and aid diversion will be conducted.
REQUIRED QUALIFICATIONS
- 5–8+ years designing and winning EU or major bilateral donor proposals in climate, NRM, livelihoods, or value‑chain programming.
- Demonstrated experience with sub‑granting mechanisms and community‑based programming.
- Strong track record in gender‑responsive programme design.
- Advanced skills in donor budgeting and financial planning.
- Experience coordinating multi‑country and multi‑partner proposal processes.
- Excellent English writing skills.
PAYMENT SCHEDULE
Payment will be done based on the submission of deliverables and a schedule of payments will be developed and integrated into the contract.
