ACCOUNTABLE FOR: The Executive Director of Residential Care & Recovery Services is accountable for the overall operational performance, staffing stability, resident safety, compliance readiness, occupancy management, service coordination, and day-to-day effectiveness of assigned residential care and recovery programs. This role is responsible for ensuring that program leaders, residential teams, and facility operations remain aligned with organizational expectations, regulatory requirements, C-suite directives, and quality service standards while maintaining safe, structured, and compliant residential environments.
WORK SCHEDULE: Work schedule consists of a full-time Monday through Friday schedule from 8:00 AM to 5:00 PM totaling 40 hours per week; however, scheduling needs may vary based on operational demands including staffing shortages, audits, inspections, compliance matters, patient care concerns, service delivery issues, program deadlines, workflow disruptions, regulatory requirements, emergency operational matters, and other urgent healthcare or behavioral health operational priorities. Position may require occasional evening, weekend, holiday, or emergency availability to support operational continuity, compliance readiness, staffing coverage, patient access, service coordination, organizational stability, and executive leadership needs across assigned healthcare and behavioral health programs and locations.
CLASSIFICATION: Full-time, Exempt or non-exempt depending on final duties, salary basis, pay structure, and applicable wage-and-hour requirements
COMPENSATION RANGE: $28.00 – $40.00 per hour commensurate with education, proven experience, real estate operations background, property management experience, construction/facility oversight experience, asset management ability, leadership background, and demonstrated capacity to manage multiple properties, projects, vendors, and operational teams.

ANTICIPATED TRAVEL: 50% of the time. You will use a company vehicle. There is no additional compensation for travel.
SUMMARY OF POSITION RESPONSIBILITIES
The Executive Director of Residential Care & Recovery Services is responsible for providing executive-level operational leadership, supervision, and oversight across assigned residential programs, homes, departments, and service lines. This position ensures that all residential operations are functioning safely, efficiently, and in alignment with organizational expectations, regulatory requirements, certification standards, and C-suite directives. The role oversees staffing coverage, supervision systems, resident engagement, documentation practices, occupancy management, admissions, discharges, transitions, facility readiness, and day-to-day program performance. This position also provides direction to program directors, managers, house managers, residential supervisors, facility leaders, and operational staff to ensure clear accountability, consistent routines, appropriate resident supervision, and effective communication across all assigned locations.
The Executive Director works closely with clinical leadership, compliance leadership, finance, property management, maintenance, safety services, administrative support, and senior leadership to identify operational concerns, resolve service delivery issues, support inspections and audits, monitor program risks, and implement corrective action plans when needed. This role is responsible for monitoring census, referrals, bed availability, staffing costs, resident safety concerns, incident trends, training completion, credentialing, background checks, house logs, supervision records, resident records, and overall compliance readiness. The position also supports the stabilization, restructuring, launching, certification, or expansion of residential programs while ensuring each service line has clear leadership, staffing plans, reporting structures, escalation procedures, and operational workflows. In addition, the Executive Director supports crisis response coordination, emergency staffing coverage, continuity planning, facility issue resolution, and ongoing communication with the COO regarding residential operations, performance concerns, resident safety, compliance matters, occupancy, staffing, and facility needs.
SCHEDULED DUTIES AND RESPONSIBILITIES
- Oversee daily residential operations across assigned programs, homes, and service lines.
- Monitor staffing coverage, supervision, schedules, and operational accountability.
- Ensure resident safety, house routines, supervision standards, and program expectations are maintained.
- Review occupancy, census, referrals, admissions, discharges, bed availability, and resident transitions.
- Provide direction and support to program directors, managers, house managers, supervisors, and facility leaders.
- Coordinate with clinical, compliance, finance, property management, maintenance, safety, and administrative teams.
- Monitor documentation, resident records, house logs, incident reports, trainings, credentials, and inspection readiness.
- Identify operational concerns and assist with corrective action plans.
- Support audits, inspections, licensing, certification preparation, and compliance readiness.
- Address facility needs, maintenance concerns, safety issues, and property-related matters.
- Track staffing costs, supply needs, occupancy trends, and operational expenses.
- Provide regular updates to the COO regarding staffing, safety, compliance, occupancy, facility needs, and program performance.
- Support crisis response, emergency staffing coverage, continuity planning, and urgent residential operational needs.
UNSCHEDULED DUTIES AND RESPONSIBILITIES
- Respond to urgent residential operational issues, resident concerns, staffing shortages, and coverage needs.
- Support crisis response, emergency situations, incident follow-up, and continuity planning.
- Address unexpected facility, safety, maintenance, or property-related concerns.
- Assist with unplanned inspections, audits, licensing visits, certification reviews, or compliance requests.
- Investigate and help resolve operational concerns, grievances, incidents, documentation issues, or service delivery problems.
- Coordinate emergency communication between program leaders, clinical leadership, compliance, safety, maintenance, property management, and executive leadership.
- Provide additional support during admissions, discharges, resident transitions, bed availability changes, or occupancy concerns.
- Assist with corrective action plans when urgent operational or compliance concerns are identified.
- Provide after-hours, weekend, holiday, or urgent operational support as needed based on residential program needs.
- Complete other related duties as assigned by the COO or executive leadership.
PHYSICAL DEMANDS:

WORKING CONDITIONS
- Work may take place in administrative offices, residential program sites, assisted living homes, recovery residences, DDA homes, and other assigned locations.
- Must be able to work in a fast-paced, regulated residential services environment.
- Must be able to manage urgent issues, staffing challenges, resident concerns, and sensitive information professionally.

LEVEL OF EDUCATION / TRAINING / QUALIFICATIONS
- Master’s degree required in Healthcare Administration, Human Services Administration, Social Work, Counseling, Psychology, Public Health, Business Administration, Nonprofit Management, Behavioral Health Administration, Nursing Administration, Rehabilitation Counseling, or a closely related field.
- Valid driver’s license required.
- Minimum of 5 years of progressive experience in residential care, healthcare, behavioral health, recovery services, assisted living, DDA, senior services, or human services operations strongly preferred.
- Minimum of 3 years of supervisory, management, or program leadership experience strongly preferred.
- Experience managing residential programs, multi-site operations, staffing, compliance, audits, inspections, documentation, and service delivery preferred.
- Applicable residential care, behavioral health, assisted living, DDA, healthcare, or administrative licensure must be maintained in good standing if required for assigned responsibilities.
