Location: National Office, Ulaanbaatar
Department: Finance
Reports to: Finance and Enterprise Risk Lead
Contract Type: Fixed-term (1 year, full-time)
KEY RESPONSIBILITIES
Financial Management (Grants & PNS) (50%)
- Manage and oversee all financial transactions for projects (grants, including USG, and PNS) ensuring compliance with WV policies, donor requirements, and local regulations
- Review and process payments ensuring proper authorization, complete documentation, and accuracy
- Monitor expenditures against approved budgets and track burn rates
- Support budgeting, forecasting, and budget revisions
- Provide financial business partnering support to Project Directors and managers
- Ensure effective use and integrity of financial systems
Financial Reporting & Analysis (Grants & PNS) (20%)
- Prepare, review, and submit donor financial reports (especially USG grants) in line with requirements
- Produce monthly financial reports for management and stakeholders
- Conduct variance analysis and provide clear financial insights and recommendations
- Ensure completeness, accuracy, and traceability of all financial reporting data
Compliance & Audit Support (10%)
- Ensure compliance with LDR, timesheets, and cost eligibility rules
- Act as finance focal point for internal and external audits
- Coordinate audit preparation and provide required documentation
- Follow up audit findings and corrective actions
Staff Training & Capacity Building (10%)
- Conduct financial management and compliance related training for project staffs
- Establish and maintain effective document filing and archiving systems
Grant Acquisition & Proposal Development (10%)
- Develop proposal budgets and cost narratives
- Conduct financial modelling and cost analysis
- Ensure compliance with donor rules (USG, EU, WB, ADB, etc.)
- Coordinate with program and support offices
REQUIRED QUALIFICATIONS
- Graduate degree with a bachelor's degree in accounting, finance, business administration, or any relevant degree.
- Certified Public Accountant is preferred
- If experience in the field of Finance, commercial institutions or an NGO in the area of financial management/ accounting is preferred
- Intermediate level of English would be advantage
- The position requires ability and willingness to travel domestically and internationally up to 20% of the time.
- Require knowledge of generally accepted accounting principles and practical knowledge of financial systems, internal controls and procedures.
- Strong inter-personal, organizational communication skills
- Intermediate level of English would be an advantage
