Prime Response Inc. (PRI) is seeking a highly experienced <\/span><\/span>Fuels Manager<\/span><\/span><\/b> to oversee all ground and aviation fuel operations supporting the United States Air Force Academy (USAFA). This role provides full\-time, on\-site leadership responsible for ensuring safe, compliant, and efficient fuels operations in accordance with Air Force regulations, DLA\-Energy requirements, and contract performance standards.

Key Responsibilities<\/span><\/span><\/b>
<\/span><\/span><\/h3>

Operational Leadership<\/span><\/span><\/b>
<\/span><\/span><\/p>

  • Manage all ground and aviation fuel operations supporting DLA\-Energy fuels account (SE5F3S) and FP7000 customer account
    <\/span><\/span><\/li>
  • Provide full\-time on\-site oversight of fuels activities in accordance with Air Force regulations and contractual requirements
    <\/span><\/span><\/li>
  • Coordinate daily operations, prioritize workload, and ensure all tasks are completed on time and to customer satisfaction
    <\/span><\/span><\/li>
  • Serve as primary liaison with the Government COR and customer stakeholders through the Project Manager
    <\/span><\/span><\/li><\/ul>

    Compliance & Quality Assurance<\/span><\/span><\/b>
    <\/span><\/span><\/p>

    • Ensure strict adherence to USAF, OSHA, state of Colorado, environmental, and safety regulations
      <\/span><\/span><\/li>
    • Implement and manage the Quality Control Plan and self\-inspection program
      <\/span><\/span><\/li>
    • Monitor and maintain compliance with Performance Work Statement (PWS) requirements, including:
      <\/span><\/span><\/div>
      • Fuel sampling compliance (100%)
        <\/span><\/span><\/li>
      • Operational safety compliance (100%)
        <\/span><\/span><\/li>
      • Fuel gain/loss accountability standards
        <\/span><\/span><\/li><\/ul><\/li>
      • Lead investigations and corrective actions for any operational discrepancies
        <\/span><\/span><\/li><\/ul>

        Safety & Environmental Management<\/span><\/span><\/b>
        <\/span><\/span><\/p>

        • Enforce spill prevention, response, and cleanup procedures
          <\/span><\/span><\/li>
        • Oversee Hazardous Waste Accumulation Site (HWAS) compliance and environmental programs
          <\/span><\/span><\/li>
        • Maintain readiness to execute Emergency Fuels Support Plan
          <\/span><\/span><\/li>
        • Ensure all fueling operations meet safety and environmental standards
          <\/span><\/span><\/li><\/ul>

          Personnel Management<\/span><\/span><\/b>
          <\/span><\/span><\/p>

          • Supervise and lead a team of fuels specialists in a military environment
            <\/span><\/span><\/li>
          • Conduct performance evaluations, counseling, and development planning
            <\/span><\/span><\/li>
          • Manage scheduling, discipline, and labor requirements in accordance with Collective Bargaining Agreements
            <\/span><\/span><\/li>
          • Ensure all personnel maintain required certifications and recurring training
            <\/span><\/span><\/li><\/ul>

            Fleet & Equipment Oversight<\/span><\/span><\/b>
            <\/span><\/span><\/p>

            • Oversee maintenance and management of refueling vehicle fleet
              <\/span><\/span><\/li>
            • Ensure compliance with OSHA, DOT, and state vehicle regulations
              <\/span><\/span><\/li>
            • Manage vehicle identification link (VIL) key program
              <\/span><\/span><\/li><\/ul>

              Metrics & Reporting<\/span><\/span><\/b>
              <\/span><\/span><\/p>

              • Track and report key performance and quality metrics
                <\/span><\/span><\/li>
              • Produce monthly reports highlighting workload, compliance, and operational performance
                <\/span><\/span><\/li>
              • Identify process improvements and implement corrective actions as needed
                <\/span><\/span><\/li><\/ul>

                Cost & Resource Management<\/span><\/span><\/b>
                <\/span><\/span><\/p>

                • Manage labor utilization, PTO usage, and staffing efficiencies
                  <\/span><\/span><\/li>
                • Provide recommendations for cost control and operational savings
                  <\/span><\/span><\/li><\/ul><\/div>

                  Requirements<\/h3>
                  Required Qualifications<\/span><\/span><\/b>
                  <\/span><\/span><\/div>
                  • Minimum 15 years<\/span><\/span><\/b> of experience in DoD ground and/or aviation fuels services (Air Force experience preferred)<\/span>
                    <\/span><\/span><\/li>
                  • Minimum 5 years<\/span><\/span><\/b> of experience supervising fuels personnel in a DoD environment<\/span>
                    <\/span><\/span><\/li>
                  • Demonstrated experience managing fuels operations in a contract environment<\/span>
                    <\/span><\/span><\/li>
                  • Proven ability to ensure compliance with Air Force and DLA\-Energy standards<\/span>
                    <\/span><\/span><\/li>
                  • Expertise in fuel handling, storage systems, and accounting processes<\/span>
                    <\/span><\/span><\/li>
                  • Experience with environmental compliance, including hazardous waste management<\/span>
                    <\/span><\/span><\/li>
                  • Familiarity with Air Force MICT or similar self\-inspection programs<\/span>
                    <\/span><\/span><\/li>
                  • Ability to interpret technical guidance and implement maintenance and safety programs<\/span>
                    <\/span><\/span><\/li><\/ul>

                    Preferred Qualifications<\/span><\/span><\/b>
                    <\/span><\/span><\/h3>
                    • Active Commercial Driver\u2019s License (CDL) with Hazmat endorsement<\/span>
                      <\/span><\/span><\/li>
                    • Experience managing Vehicle Identification Link (VIL) key programs<\/span>
                      <\/span><\/span><\/li>
                    • Experience supporting aviation fueling operations in a military environment<\/span><\/span>
                      <\/li><\/ul>

                      Additional Requirements<\/span><\/span><\/b>

                      • Ability to obtain and maintain a Common Access Card (CAC)<\/span>
                        <\/span><\/span><\/li>
                      • Ability to obtain required DLA\-Energy fuels accounting credentials (minimum NEAC Level III background)<\/span>

                      • Ability to meet flight line driving requirements<\/span>
                        <\/span><\/span><\/li>
                      • Must be able to work in a physically demanding and safety\-sensitive environment<\/span><\/span>
