General Engineer

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & MRTFB in DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Watervliet Arsenal is an Army-owned and -operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813.

Prepares documents for the development of construction packages.

Researches and prepares project development and detailed paragraph justifications for projects.

Projects involve determining total project considerations such as alternatives, cost economic analysis, feasibility, need, job requirements, budget, etc.

Modifies or makes compromises with standard methods to insure the validity of projects and the installation mission capability.

Monitors, coordinates, reviews, assess the technical adequacy of plans, provides specification requirements for major projects.

Reviews and coordinates design analysis, cost estimates, and specifications for complex structures based on very broad and general guidance from the user.

Monitors contract activity to assure compliance with contract provisions and standards.
