M&J is seeking a skilled and motivated GIS Specialist to support both transportation and aviation (airport) engineering projects throughout Texas. This role will collaborate closely with civil engineers, aviation planners, environmental scientists, and survey teams to deliver high-quality geospatial analysis, mapping, and data management solutions across all phases of project development.
This position is ideal for a GIS professional who understands how geospatial technology supports infrastructure planning, environmental analysis, asset management, and digital project delivery within both TxDOT roadway programs and FAA-funded airport projects.

Responsibilities
- Develop, maintain, and manage project geodatabases for transportation and airport projects.
- Compile and manage spatial datasets from various sources, including TxDOT, TNRIS, FEMA, FAA, airport authorities, municipalities, and Metropolitan Planning Organizations (MPOs).
- Ensure all data adheres to Texas State Plane Coordinate System (NAD83) requirements and applicable TxDOT and FAA standards.
- Develop GIS mapping and spatial analysis for:
- Corridor studies and mobility plans
- Traffic datasets (AADT, speed, and congestion analysis)
- Crash data and roadway safety evaluations
- Produce:
- Base maps
- Constraint mapping exhibits
- Schematic and feasibility study visuals
- Support roadway design teams through integration with MicroStation, OpenRoads, and Civil 3D platforms.
- Support Airport Master Plans and Airport Layout Plan (ALP) development through GIS analysis.
- Develop and maintain airport asset inventories, including:
- Runways
- Taxiways
- Aprons
- Facilities and utility systems
- Perform:
- FAA Part 77 airspace and obstruction analyses
- 3D surface modeling utilizing LiDAR and terrain datasets
- Prepare GIS exhibits and mapping products for:

- National Environmental Policy Act (NEPA) documentation, including Categorical Exclusions (CE), Environmental Assessments (EA), and Environmental Impact Statements (EIS)
- FAA environmental reviews

- Analyze and map impacts to:

- Floodplains
- Wetlands and waterways
- Protected habitats
- Airport noise contours and compatible land use areas

- Support right-of-way mapping and parcel analysis for transportation projects.
- Map and manage infrastructure systems, including:
- Water, sewer, electrical, and fuel utilities
- Airport assets such as lighting, pavement, and signage
- Assist in developing GIS-based asset management systems.
- Develop:
- Public meeting exhibits
- Stakeholder presentation graphics
- Interactive web maps, dashboards, and story maps using ArcGIS Online
- Translate complex engineering data into clear, user-friendly visual products that support decision-making.
- Perform QA/QC reviews on GIS datasets and mapping deliverables.
- Integrate GIS data with:
- GPS survey data
- LiDAR datasets
- Drone imagery
- CAD platforms (MicroStation, OpenRoads, Civil 3D)
- Support evolving digital delivery initiatives, including GIS and CAD/BIM integration workflows.
Qualifications
Required Qualifications
- Bachelor's degree in GIS, Geography, Civil Engineering, Urban Planning, or a related field.
- Minimum of 4 years of GIS experience supporting infrastructure projects.
- Proficiency with ArcGIS Pro and ArcGIS Online.
- Strong understanding of:
- Spatial data management
- Geodatabase design
- Coordinate systems, including NAD83 and Texas State Plane.
Preferred Qualifications
- TxDOT Precertification in Work Category 1.9.1.
- Experience supporting TxDOT, NTTA, county, or municipal transportation projects.
- Experience supporting FAA airport or aviation projects.
- Familiarity with:
- FAA Part 77 airspace analysis
- Airport Layout Plans (ALPs)
- Experience using:
- MicroStation
- OpenRoads Designer
- Civil 3D
- Knowledge of:
- LiDAR
- Digital Elevation Models (DEMs)
- 3D terrain modeling
- Experience with GIS automation using Python or ModelBuilder.
- Experience supporting environmental documentation workflows (NEPA) and aviation noise contour mapping.
