Financial Crime & Fraud Prevention (FCFP) is part of COO and is a first line of defense organization and leads the standardization of related processes, enhanced controls, shared tooling, and the optimization of operations across all business lines, helping us to achieve a more robust Financial Crime Prevention & Fraud environment that will strongly contribute to ING’s overall response towards more stringent regulatory requirements in this area and beyond, and deliver customer value.

Within Global FCFP, we are organized around services: Customer Due Diligence, Transaction Monitoring, Screening, Client Tax and Fraud. Next to the services, there are global supporting functions (horizontals) that are critical in ensuring effectiveness, excellence, maintain oversight & control and enabling the business.

The Global Head of Transaction Monitoring & Screening Services steers the bank-wide TM and Screening practice across all segments, products, clients, and geographies in line ING strategy. The primary purpose of the role is to ensure that ING has a state-of-the-art TM & Screening practice in place, which is effectively and efficiently managing the risk and operations.

The domain focusses on the effective screening of transactions and parties, and monitoring of transactions and customer behaviour to ensure compliance with applicable laws and regulations in the areas of anti-money laundering, combating terrorist financing, and sanctions regulations and/or environmental and social violations.

The position of Global Head of Transaction Monitoring & Screening Services leads a global function of ~900 FTE across Hubs and countries and acts as the Global Process Owner for TM & Screening. In this capacity you work closely together with the Global Head of FCFP, the rest of the FCFP MT, COOs, CROs, CCO and FCC, as well has Hubs FCP leads and Country FCP leads.

You report to the Global Head Financial Crime & Fraud Prevention and are part of the Global FCFP Management. You chair the Global TM & Screening Services MT and respective Control Boards. You are also the functional lead for TM & Screening leads in the hubs and countries.

Your key responsibilities

  • Develop and lead the implementation of the global Transaction Monitoring & Screening Strategy and Operating Model

  • Lead on defining and consolidating Transaction Monitoring & Screening requirements, including those in the countries, for Tribe-related and Analytics changes

  • Drive and implement regulatory and operational changes across TM & Screening operations and locations

  • Lead process standardization and global insights on country performance related to Customer Experience, KPIs, and SLAs in the context of TM & Screening processes

  • Ensure Country portfolios stay within ING’s risk appetite, providing global consolidated insight of risk exposure and potential remediation measures for review and follow-up

  • Process owner for Transaction Monitoring Payments & Specialised products, Party Screening (Name & Adverse Media), Transaction Screening, Central List Management

  • Collaborate with other functions, departments to consolidate the risk insights for global reporting and steering purposes

  • Manage global function costs and FTE through strategic workforce planning, optimizing contracts and workforce composition to enhance operational efficiency

We are looking for:

A leader who will act as a role model with focus on vision, transformation, delivery and content, displaying the following behaviours and skills:

  • 10+ years relevant global leadership experience in AML/ CDD/ KYC field, operations management, process optimization and IT & Services delivery in international banking industry. Experience in leading global remediation programmes is required.

  • 5+ years in Compliance or similar functions, with strong preference for deep Transaction Monitoring and/or Screening experience

  • Significant experience in running large or multi-year transformation, complex programs, integrating services and process reengineering

  • Proven track record in strong controls’ environment and successful experience of interactions with Regulators

  • Successful experience in driving innovation and implementing change in a global organization.

  • Proven track record with AML/ CDD/ KYC including having held previous managerial positions steering large scale and cross-location operations and remediation programs in particular.

  • Thorough understanding of the entire customer life cycle of a client within a financial institution.

  • Builds bridges by nature and are able to bridge between different levels, different people and different cultures. The relationships are built on capability and trust.

  • Persuasive and natural leader; being able to ‘get people on board’ and ensure necessary buy-in from stakeholders across levels, both internal and external.

  • A client focused attitude linked to a sound understanding of how to achieve operational excellence.
