Global Trade Classification Analyst

Ciena is seeking a Global Trade Classification Analyst to support the Global Trade Team’s accurate, consistent, and defensible classification of Ciena products, software, technology, and components. This role plays a critical function in supporting Ciena’s global import and export operations by ensuring tariff classifications, export control classifications (ECCNs) are performed in accordance with applicable U.S. and International trade regulations.

The position demands a strong analytical mindset, attention to detail, and the ability to interpret complex technical and regulatory information. The Global Trade Classification Analyst supports both ongoing operations and new product introductions, helping ensure that Ciena’s global trade activities remain compliant, efficient, and scalable.

Key Responsibilities:

Classification & Regulatory Analysis

  • Perform and maintain tariff classifications (Harmonized Tariff Schedule - HTS), export control classifications (ECCNs), and technology classifications for products, components, software, and related technology
  • Review technical documentation, engineering specifications, and product functionality to support defensible classification determinations
  • Ensure compliance with applicable U.S. and international trade regulations.
  • Record classification rationales and maintain audit-ready records to support internal governance, regulatory inquiries, and external audits

Systems, Data & Governance

  • Maintain and enhance classification data in trade compliance systems (e.g., Oracle GTM or similar)
  • Support data quality, consistency, and governance across products, releases, and jurisdictions
  • Participate in internal audits, self-assessments, and corrective actions related to classification and trade compliance
  • Generate reports and analysis to support regulatory, operational, and management needs

Cross Functional Collaboration

  • Work closely with Engineering, Product Line Management, Supply Chain, and Manufacturing to obtain technical clarity needed to assign HTS classification
  • Provide classification guidance and recommendations to internal stakeholders to support compliant business decisions

Continuous Improvement & Risk Management

  • Participate in special projects, including new product introductions, system enhancements, or regulatory initiatives
  • Contribute to development and maintenance of internal trade compliance procedures, controls, and best practices

Qualifications:

Education: Bachelor’s degree in International Business, Supply Chain Management, or a related field

Experience: 2+ years of experience in global trade compliance or a related field, with emphasis on tariff and/or export control classification

Skills and Knowledge:

  • Fluent in English (written and verbal)
  • Working knowledge of the US Export Administration Regulations (EAR) and customs classification principles
  • Experience interpreting technical product and technology information for regulatory purposes
  • Strong analytical and research skills, with the ability to apply regulatory frameworks to complex products
  • Experience working with trade compliance systems (e.g., Oracle GTM or similar)
  • Ability to manage multiple priorities in a fast-paced, cross-functional environment
  • Professional certifications (e.g., CCS, CES, Licensed Customs Broker) preferred but not required
