Group Chief Clearances Trusted Workforce and Access Management

Lead proactive counterintelligence and security activities across the United States government, integrating the instruments of national power to detect, report, deter, disrupt, investigate, exploit, and defeat foreign intelligence threats.

"The Mission Capabilities Directorate (MCD) drives enterprise technical and information sharing solutions, prioritizes and manages requirements in support of whole-of-government counterintelligence and security mission partners. MCD identifies mission gaps, builds capabilities through full lifecycle program development, drives data analytics and technical innovation, delivers threat RFIs/assessments, coordinates interagency partners, and ensures legal/policy/civil liberties compliance." MCD is seeking an outstanding Chief of Clearances, Trusted Workforce, and Access Management Group which oversees mission-critical programs supporting Trusted Workforce 2.0 implementation and personnel security modernization across the Intelligence Community and federal government. This portfolio includes: the Continuous Evaluation System (CES), performing automated checks to identify insider threats; the Annual Vetting Appraisal System (AVAS), providing standardized annual questionnaires to evaluate employee conduct and suitability; ToRIS (Transparency of Reciprocity Information System), improving efficiency of sharing sensitive personnel security data across the IC; Scattered Castles, the authoritative IC Security Clearance Repository for Top Secret and SCI populations; the IC SCIF program; and SMART, which automates personnel security information gathering and analysis. Primary Responsibilities: "Lead a professional staff in successfully defining and managing complex programs and projects that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans" Guide the strategic direction of personnel security modernization initiatives impacting national security workforce management, insider threat detection, and security clearance reciprocity. Oversee implementation and operational maturity of systems that bridge policy requirements with technology solutions, ensuring alignment with Trusted Workforce 2.0 objectives and federal vetting standards. Manage resources, including staff, contractors/acquisition, budget planning and execution, and space requirements. Provide oversight of cost and resource estimates; participate in budget planning and develop cost estimating strategies. Provide strategic leadership to execution of group spend plans and assess variances from cost and schedule baselines; oversee reallocation of resources in response to changes while considering impact to project cost, schedule, and deliverables. Perform personnel management responsibilities focused on building a high-performance workforce. Promote team building and a collaborative work environment. Ensure goals and performance objectives are understood. Assess performance and provide timely feedback, recognition, and remediation. Lead, manage, and direct professional staff, evaluate performance, collaborate on goal setting, and provide guidance on development opportunities. Design, implement, and/or oversee effective governance and communication, including knowledge management, standard operating procedures, programmatic documentation, and roadmaps. Ensure proper documentation and knowledge management for systems operating at multiple classification levels. Establish, guide, and oversee ODNI and IC working groups, boards, and committees to support accomplishment of corporate and strategic goals. Oversee efforts to gather, analyze, and define customer/stakeholder requirements from subscribing agencies and personnel security stakeholders. Lead processes to facilitate prioritization of requirements and resource allocations. Develop and execute solutions to meet mission requirements. Oversee project performance reviews for multi-agency systems, ensuring compliance with Personnel Vetting Performance Management Standards Implementation Guidance (PMIG). Gather information and oversee development and maintenance of project documentation. Ensure policies and procedures are followed and communicate requirements. Represent MCD in relevant fora and conduct collaboration with stakeholders across the ODNI, IC, Department of War, United States Government, DCSA, subscribing agencies, the Performance Accountability Council (PAC), and oversight organizations (e.g., Congress and OMB) to meet mission objectives. Develop and maintain working relationships with counterparts in ODNI and across the IC and partner organizations. Engage effectively with experts in multiple disciplines, including legal, policy, technology, and resources. Initiate and conduct outreach with senior-level customers, including senior ODNI and IC leadership, to maintain awareness and transparency. Plan and prepare briefings, reports, and updates on program performance, enrollment statistics, reciprocity improvements, and Trusted Workforce 2.0 implementation progress.

Must be a current permanent ODNI employee OR must be a current permanent Federal employee with supervisory approval to apply to the Joint Duty Assignment (JDA). JDA applicants must be currently at the grade level specified in the advertisement. No temporary promotion opportunities will be granted for this position. The program does not apply to members of the Military service or contractors. Joint Duty applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Joint Duty applicants must have a current TS/SCI clearance with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees.
