Head, Casework and Community Engagement & Senior Social Worker - Singapore Boys’ Hostel

1. Management Function

· Oversee the development of the overall framework for casework and counselling of residents in the Hostel

· Oversee budgeting and expenditure according to objectives and goals of the department

· Develop sustainable structure and pathways for staff development and progression (together with Division Head and Corporate Services)

· Oversee staff relationship with residents, stakeholders and other professionals in the sector

· Ensure staff understanding and aligned practice with the overall philosophy

· Provide supervision and guidance for staff

· Coach, mentor and develop staff competency, including overseeing new employee onboarding and providing career development planning and opportunities.

· Ensure staff work in compliance with company policies and standards.

· Oversee Human Resource aspects of the staff within the department

· Function roles of the Deputy Head, if appointed.

2. Oversee casework management and community engagements in the Hostel

· Provide the following areas of supervision for the Social/Case Workers:

o case management

o clinical skills

o operational / administrative

· Ensure follow-through by the Social/Case Workers with the individual case plan implementation

· Chair Internal Case Review with Social/Case Workers

· Ensure all required casework documentation, report submission and funding requirements are fulfilled by the Department in a timely manner

· Oversee overall caseload and assignment of cases to each Social/Case Worker

· Provide guidance for crisis management

· Provide guidance for management of complex cases

· Oversee programming matters relative to residents and community engagements

3. Oversee and conduct family intervention whenever appropriate and necessary for recommended cases

· Set objectives for and conduct family intervention for cases referred by Social/Case Workers. Social/Case Workers are to be involved in the process.

· Update and discuss such intervention with Head of Home, as families are important stakeholders of the work

· Liaise closely with probation services and other external vendors whenever necessary to enhance the family intervention

4. Inter Departmental/ Divisional collaboration

· Provide direction and guidance on inter departmental and divisional collaboration for the purpose of rehabilitation

· Work closely with Head, Programmes &Rehabilitation, to ensure alignment in the individual and group rehabilitation work with the residents

5. Networking and liaison with external agencies

· Establish a good working relationship with the management of the Probation Service Branch

· Co-chair External Case Review with Probation Service and provide oversight of all other collaborative efforts between Probation Service and Hostel.

· Ensure alignment of recommendation from both Probation Service and Hostel for sentencing outcomes for probationers

· Develop network with community agencies and establish collaborative relationship with their key personnel in the rehabilitation and community reintegration of the residents

6. Attain the Department goals and ensure they are aligned with Division goals

· Ensure staff work towards achieving Department goals

· Responsiblein achieving Department Goals

7. Ad-hoc duties

· Any other ad-hoc duties as assigned

Requirements:

- Degree in Social Work or equivalent with at least 5 years of experience in social service sector or similar setting

- Experience in managerial and organizational leadership

- Possess good knowledge and experiences with social work interventions, social policies and community engagement

- Familiar with clinical supervision framework and skills

- Familiar with community resources and government ministries’ systems (i.e. MSF, MOE etc)

- Possess strong communication and writing skills
