Your Role as Head of Property and Capital Development

You will provide strategic and operational leadership of WMQ’s property portfolio, ensuring it is optimised to support organisational objectives, service delivery models, and long-term sustainability. The role is accountable for leading the transformation of WMQ’s property footprint, including portfolio review, rationalisation, divestment, acquisition, and redevelopment activities. A key focus is enabling the transition to a Hub & Spoke model, ensuring the portfolio is appropriately configured, financially sustainable, and aligned to current and future service demand. You can balance strategic portfolio planning with the successful delivery of capital works and development initiatives, ensuring all property investments maximise value, improve utilisation, and enhance customer and operational outcomes

You’ll deliver this role by:

  • Lead the development and execution of WMQ’s property strategy, ensuring alignment with organisational priorities, service delivery models and workforce requirements.
  • Drive the transition to a Hub & Spoke portfolio, ensuring property assets support accessibility, service integration, and operational efficiency.
  • Provide evidence-based strategic advice to the Executive on property-related opportunities, risks, and trade-offs to support decision making and long-term planning.
  • Lead a comprehensive review of the existing property portfolio to assess utilisation, performance, cost, and alignment to organisational needs.
  • Using evidence-based frameworks, identify and recommend divestment, consolidation, rationalisation, and redevelopment opportunities to optimise the portfolio.
  • Develop and implement strategies to reduce overall portfolio size and cost while enhancing service outcomes.
  • Monitor and improve asset utilisation, ensuring assets are positioned appropriately as hubs (multi-service centres) or spokes (local access points) based on demand and strategic alignment.
  • Oversee the planning and coordination of capital works projects, partnering with stakeholders to schedule activities to minimise disruption to customers, services, and business operations.
  • Provide client-side leadership for major development projects, ensuring outcomes meet scope, cost, time, and quality objectives.
  • Lead feasibility assessments, business case development, and investment planning for property initiatives.
  • Build and maintain strong working relationships with internal and external stakeholders to support development outcomes.
  • Provide clear and effective communication to Executive and senior stakeholders on portfolio performance and strategic initiatives.
  • Lead a data driven approach to decision-making, leveraging analytics, performance metrics and insights to inform strategy, optimise investment and drive performance improvement.

What We’re Looking For

  • Extensive experience in property development, portfolio management, and capital works delivery, including demonstrated experience across the full property lifecycle of planning and development, acquisition and divestment, and construction and delivery.
  • Bachelor Degree in Property, Development, Construction Management, Engineering, or related discipline.
  • Experience managing large-scale capital works programs and complex development projects.
  • Strong understanding of property market dynamics, valuation, and investment frameworks, with experience in financial modelling, feasibility studies, and business case development.
  • Project or program management certification (e.g. AIPM, PRINCE2) and demonstrated experience in procurement and contract management.
  • Strong strategic and commercial capability, with proven experience leading complex portfolio transformation aligned with service delivery models and organisational transformation.
  • Proven leadership capability with strong stakeholder engagement and relationship management skills.
  • Excellent communication, negotiation, and influencing skills.

A Valuable Addition, Yet Not a Must-Have!

  • Professional accreditation in property or development disciplines.
  • Experience in social infrastructure, community services, or multi-site operations.
