Head of Risk and Head of Compliance
MUFG Investor Services (Ireland) Limited is seeking a Head of Compliance and Chief Risk Officer (PCF-12 and PCF-14), who will also act as the AMLCO and MLRO – the role holder will be designated a CF1 and a CF2 under the CBI’s Fitness and Probity regime. The role holder will report directly to the Board and have functional reporting lines to Risk and Compliance heads of the parent entity. The role is responsible for drafting and maintaining robust regulatory compliance, risk management and AML/CTF frameworks for this newly established MiFID regulated entity.
As Head of Compliance, you will:
- Serve as the Head of Compliance (PCF 12) with overall responsibility for managing the operation of the compliance function and reporting directly to the Board or relevant subcommittee, or both, on compliance matters.
- Prepare and present regular (quarterly/annual) compliance reports to the Board and/or senior management, communicating all critical compliance matters, regulatory changes, and incidents.
- Implement, maintain, and periodically update a compliance framework, including annual compliance plans, risk assessments, and robust compliance monitoring programs.
- Develop and maintain a strong compliance framework for all Irish and EU requirements applicable to MiFID (ESG, MAD, MiFID, MiFIR, IAF, SEAR, F&P, CPC, IFR/IFD, GDPR, , etc.).
- Act as the main point of contact with regulators, including the management of regulatory examinations and requests for information. Liaise with the Central Bank of Ireland and other authorities on regulatory submissions, reporting, and supervisory matters.
- Lead the regulatory impact assessment process for new products, services, and geographic expansions, including identifying applicable regulatory requirements, licensing needs, and compliance obligations.

As Chief Risk Officer, you will:
- Serve as Chief Risk Officer (PCF 14) with overall responsibility for managing the firm’s risk function and reporting directly to the Board or relevant subcommittee, or both, on risk management matters.
- Hold overall responsibility for the risk management function in meeting the needs of the clients, the business and the regulators.
- Act as a member of the Audit, Risk and Compliance Committee in order to provide oversight of the compliance and risk management frameworks.
- Represent the entity in the regular Group and regional Risk and Compliance committees
- Work with the Group Risk and Compliance teams across the range of subjects and transformation initiatives, as required.

As MLRO, you will:
- Serve as the AMLCO and MLRO with responsibility for managing the anti-money laundering and countering the financing of terrorism (‘AML/CFT’) compliance function in order to address the firm’s money laundering and terrorist financing risks including:
- the development and oversight of a robust AML/CFT framework; and
- overseeing the implementation and effective application of AML/CFT systems and controls.
- Ensure that the firm's AML/CTF/CPF and sanctions framework is effective, risk based and is compliant with EU and Irish regulations.
- Draft the AML/CTF framework and oversee the maintenance of policies, procedures, business risk assessments, reporting, training and monitoring.
- Develop and maintain the AML/CTF/CPF and sanctions policies and procedures in line with group policies and applicable regulations.
- Responsible for receiving and assessing reports addressed to the MLRO, externalising those reports as deemed appropriate.
- Ensuring senior management and the Board are aware of their AML/CTF/CPF and sanctions obligations and support them in meeting those obligations.

This is a great opportunity for an experienced compliance, risk and MLRO professional to help to continue to shape the long-term success of a newly established business, as such you will have:
- a deep understanding of the regulatory compliance issues that an investment firm faces;
- experience working as a senior compliance and risk professional in the financial services industry, preferably as a PCF 12, 14 and 52 in an investment firm;
- a history of maintaining the appropriate Fitness and Probity Standards as defined by the Central Bank of Ireland;
- a proven ability to build strong working relationships with industry counterparts, regulators, attendees at IMIA meetings and at board level;
- strong leadership skills and an ability to create a culture of compliance;
- an ability to find solutions to complex problems and an ability to turn incomplete, conflicting, or ambiguous inputs into solid action plans;
- strong written and verbal communication skills - including the ability to communicate effectively with different stakeholders across the business;
- excellent communication skills including an ability to convey a compelling vision for compliance and risk.
Preferred professional qualifications:- PCF 12 – either LCI or FCI qualified,
- PCF 14 - Professional Diploma in Operational Risk Management in Financial Services or other risk management diplomas,
- MLRO - Professional Certificate in Financial Crime Prevention or other AML/CTF diplomas, Investment firm knowledge - Professional Certificate in Stockbroking.
- Previous experience using and advising on the CBI Portal.
- Previous approval for a PCF function (PCF-12, PCF-14 and PCF-52, or similar) with the Central Bank of Ireland or another EU regulator.
