HSE Technician - Vest & El Dorado - Kermit, TX

Position Summary
This position is responsible for implementing, and maintaining a variety of health, safety and environmental programs to assure the highest possible degree of safety for employees. The HSE Technician reports to the Vest & El Dorado HSE Manager. The HSE Technician will implement all mine health, safety, environmental and personnel duties at the mine in accordance with company programs, policies, and guidelines as well as governmental agencies including MSHA and TCEQ. The HSE Technician should anticipate, identify, and correct issues involving safety and regulation compliance and work with all levels of employees at the locations to implement proactive procedures. The successful candidate will be a self-starting person who enjoys the challenges of daily involvement with the operations team.
Essential Functions
- Participates in the delivery of new hire and monthly safety-training programs pursuant to MSHA standards including documentation of all training events to meet both Iron Oak Energy and MSHA requirements.
- Involved, as required, in accident investigations and assists in the assessment of accidents, incidents, first aids, and near misses and issues of non-compliance; Participates in Root Cause Analysis and utilize investigation results to determine corrective actions to be taken.
- Investigates and maintains records of safety and environmental incidents and responses as required by law while escalating issues to HSE Supervisor as needed.
- Conducts regular safety inspections and audits to maintain MSHA compliance programs.
- Participates in the maintenance of a robust occupational health sampling program.
- Participates in the maintenance of the medical surveillance program compliant with MSHA and Iron Oak Energy standards.
- Implements overall Safety Program and compliance on-site, including suggested revisions of policies, procedures, records, and site-specific regulations that are required by applicable laws.
- Implements compliance programs with regulations mandated by MSHA, TCEQ, or local regulatory agencies and participates in training programs for employees on-site to promote a deeply-rooted safety culture at Iron Oak Energy.
- Assists in management of environmental safety, remediation and reclamation programs.
- Develops a working knowledge of Federal, State, and local safety, environmental and occupational health regulations (e.g., MSHA, TCEQ, CERCLA, NEPA, SARA, Clean Air and Water Acts, etc.).
- Tracks and follows up on corrective actions resulting from inspections, audits, investigations, employee concerns, and regulatory findings to ensure timely completion.
- Participates in contractor safety management activities including contractor orientations, inspections, audits, and verification of compliance with site safety requirements.
- Participates in emergency response planning, emergency drills, incident response activities, and emergency preparedness initiatives.
- Conducts field observations and employee coaching to reinforce safe work practices, regulatory compliance, and company expectations.
- Assists with mobile equipment safety programs including inspections, audits, operator evaluations, and compliance verification activities.
- Maintains HSE records, databases, reports, and regulatory documentation to ensure accuracy, completeness, and compliance with company and regulatory requirements.
- Maintains a visible field presence and regularly interacts with employees, supervisors, contractors, and visitors to promote a positive safety culture and identify opportunities for improvement.
- Performs other duties as assigned or as judgment or necessity dictates.
Required Qualifications, Knowledge, Skills and Abilities
- Associate degree in a safety-related field, environmental with an emphasis on safety or equivalent combination of education and experience; 2+ years operational experience preferred.
- Prefer to have prior experience with mining operations.
- All-encompassing safety-system effectiveness – training, onboarding, revitalizing, implementing programs and initiatives, measuring effectiveness, staying abreast of changing dynamics and priorities, balancing business deliverables, meeting required Federal and State requirements, etc.
- Proficiency in participation in a safety culture and setting a positive example of the charge for change through action.
- Exceptional communication, both written and oral, and interpersonal abilities; organization and attention to detail.
- Ability to become proficient in various technology programs to maintain records and reports for the department.
- Ability to participate in the development of plans for both tactically and strategically.
- Ability to effectively engage personnel at the plant site.
- Strong desire to be a part of a start-up/high growth company with an entrepreneurial spirit and a fast-paced, result-oriented culture.
- Must be able to wear a respirator and other required personal protective equipment.
- Must have and maintain a valid driver’s license
