IT Project Manager
The Intelligence Community (IC) Chief Information Office (CIO) is responsible for advancing the Intelligence Community's mission by driving secure collaboration, integration, and information sharing; identifying and addressing information enterprise risks; and providing strategic leadership and oversight of the IC's enterprise architecture and enterprise information technology.
Provide leadership and technical direction for complex IT projects involving enterprise-scale system architectures, cloud migrations, algorithm optimization, and artificial intelligence/machine learning integration. Lead cross-functional teams of software engineers, data scientists, system architects, and security specialists through full project lifecycles from requirements definition through deployment, ensuring adherence to Agile/DevSecOps methodologies. Provide leadership and/or oversight to the successful execution of spend plans and assess variances from cost and schedule baseline; oversee the reallocation of resources in response to change considering impact to project cost, schedule, and quality of deliverables. Manage the expectations of senior-level customers and ensure the delivery of quality products and services; lead the examination of project successes and failures and develop solutions to improve products and services. Lead all aspects of contract management and oversight to include leading competitions and contract renewal from beginning to end; work closely with mission customers, organizational management, and the Contracting Officer (CO). Based on assignment, may lead all aspects of contract management and oversight to include leading competitions and contract renewal from beginning to end; work closely with mission customers, organizational management, and the Contracting Officer (CO); serve as the Contractor's principal point of contact for technical management after contract award; direct and coordinate technical and program issues, establish objectives, develop requirements, establish schedules, estimate costs, develop budgetary controls, monitor technical aspects of the contract, and monitor the contractor's performance; work closely with the CO to assist in contract negotiations, including determining viable options for cost.
Must be a current permanent ODNI employee OR must be a current permanent Federal employee with supervisory approval to apply to the Joint Duty Assignment (JDA). JDA applicants must be currently at the grade level specified in the advertisement. No temporary promotion opportunities will be granted for this position.
