This position is located in the Office of Inspector General, Office of Management and Policy, Office of the Chief Data Officer. HHS OIG's Office of the Chief Data Officer is the central data analytics group within HHS OIG. OCDO's vision is to empower OIG to use data proactively and become the model for using data to fight fraud, waste, and abuse and improve program efficiency, effectiveness, and economy. The OCDO is made up of three Divisions that work together to implement the OCDO vision: The Division of Data Analytics (DDA) provides OIG with the analytics needed to equip, empower, and support the agency mission of fighting fraud, waste, and abuse in HHS programs; The Division of Data Operations (DDO) leads the implementation of data infrastructure and data security to provide enterprise-wide access to self-service capabilities and data within a secure and compliant data architecture; and The Division of Customer Engagement (DCE) promotes OIG's use of data analytics through training, analytics support, and communication. This announcement will be used to fill at least 6 roles in the Chief Data Office. Positions are two-year term positions but may be renewed for up to 10 years, depending on available funding. Selectees from this announcement could be assigned to any of the three CDO Divisions. Roles across the three Divisions could include, but are not limited to: As a member of DDA's Data Analytics and Ad-Hoc Analysis team (multiple roles), use SQL and Python in Snowsight and/or Jupyter notebooks to pull data and create actionable insights for investigators, auditors, attorneys, and evaluators overseeing HHS programs. Specific topics include Medicaid, durable medical equipment (DME), healthcare provider data analytics, and more. As a member of the Self-Service Tools team in DDA, support CDO's primary data exploration application by writing SQL and Python to power backend data queries, ensuring users see accurate information, depending on the filters selected. This role would own the programmatic logic for data retrieval and collaborate with a broader product team to translate requirements into reliable application behavior. As a member of DCE, use your prior hands-on, practitioner experience to train and coach HHS OIG staff in the use of SQL, Python, Jupyter notebooks, Snowsight, and other applications. Translate complex technical concepts into accessible, applicable skills for analysts of varying skill levels through formal training and one on one support. As a member of DDA's public health and human services team, serve as the technical product owner for an application that helps identify potential fraud, waste, and abuse in HHS grants and contracts through the use of machine learning, trend analysis and complex data ingestion pipelines that pull together disparate sources of data. As a member of DDO, serve as the governance lead to support the quality, interoperability, and integrity of OIG's data. This will involve maintenance of a governance framework and associated technologies, as well as engagement with data stewards and custodians to ensure data use agreements, data limitations, and data access controls are transparent and well documented, and to integrate data access with other CDO tools and services. Duties for the IT Specialist (DATAMGT) GS-12 & GS-13 include but are not limited to: Leverages data tools to formulate data queries, models, charts, tables, other analytic work products and provides appropriate documentation to aid readers in the correct interpretation of the data and results from analysis work conducted to assist OIG oversight and management components. Critically analyzes, synthesizes, and reports data and findings to satisfy the data provisioning and ad hoc analysis requests from each of the OIG components; provisions data, conducts analyses, develops concise and informative reports, tools, and solutions, and provides training from analysis work that focuses on HHS programs. Apply analytic methods including advanced analytics, software development, and data science to produce complex analytical tools and solutions to provide data and analytic results at users' fingertips. Supports data analysts throughout the agency by partnering with them to create and maintain new data services and products; Analyzes and defines data requirements and specifications and evaluates and provides recommendations on new data architectures to support data analytics that relate to HHS OIG work products. Serves as a partner across the organization to determine how the effective management and use of data can enable data-driven decision-making, performance management, data analytics, learning and evaluation throughout the organization. Manages and facilitates user access to enterprise data systems, ensuring appropriate permissions, data integrity, and seamless retrieval of information across authorized platforms.
