Lead Management & Program Analyst
This position is located in the Farm Service Agency, Deputy Administrator For Field Operations, Personnel Policy and Operations Division. The incumbent serves a team lead that represents Deputy Administrator for Field Operations (DAFO) by providing oversight and policy expertise to State and county Farm Service (FSA) Offices related to Title 7 administrative and management issues including.
Serves as a Subject Matter for all human resource functions for Title 7 county employment in Farm Service Agency.
Responsible for ensuring data integrity and accuracy within HR systems by performing comprehensive data clean-up and resolving discrepancies in personnel records.
Works with State level administrative employees to support accurate and program complaint records.
Responsible for recruitment and staffing OR processing, oversite, analytical expertise in HR Systems, training development, policy implementation oversight, integration and systems expertise, corrective actions, and representation to leadership.
Develops and maintains training materials, including guides, job aids, and standard operating procedures (SOPs), to support HR systems, operations and Title 7 county employment processes.
Reports findings of studies and prepares recommendations for implementation on of new systems, procedures, and organizational changes.
Evaluates and measure the effectiveness of program activities; the sequence and timing of key program events and milestone;
Recommends improvements to planning processes, performance, and organizational effectiveness and efficiency.
