Lead Systems Engineer

Overview

WANTED: A Deputy Chief Engineer with demonstrated experience in digital engineering and working within DoW programs. Desired experience in DoW test and evaluation (T&E) policy and practice, systems analysis, digital engineering practice to include Artificial Intelligence (AI) experience, and technology-sector innovation. Successful leadership experience required to enable effective management of an experienced engineering and analysis staff during this highly dynamic period within DoW. Deputy Chief Engineer directly interfaces with DoW Government management leadership.

Responsibilities

As the lead of the engineering staff of the Chief Engineer, Developmental Test, Evaluation, and Assessments (DTE&A) office, you will:

  • Manage a staff of engineers and analysts focused on working emerging policy and practice issues within the systems engineering and T&E communities. Significant focus on effective team management and task completion as well as engineering challenges.
  • Lead teams in evaluating cutting-edge technology and engineering capabilities in support of high-priority DoW acquisition programs and modernization efforts; focus engineering techniques on R&E/DTE&A processes and products; maximize value of program and service digital artifacts to R&E.
  • Drive digital engineering innovations and best practices into acquisition programs and DoW policy. Use innovative techniques to streamline T&E and accelerate the acquisition lifecycle.
  • Integrate innovative digital engineering and Artificial Intelligence (AI) tools and processes to automate test and evaluation deliverable development and delivery. Integrate these same technologies to further automate current DTE&A administrative and operational processes.
  • Coordinate to stay abreast of the maturation of the DTE&A Data Management Platform (DDMP). DDMP serves as DTE&A’s single data repository for acquisition program test and evaluation.
  • As a leading voice for OUSW R&E, regularly interface with other OSWD elements, service offices, test activities, program Chief Engineers, and industry experts.
  • Provide Systems Engineering and Developmental Test and Evaluation (DT&E) expertise/knowledge in support of Major Defense Acquisition Programs (MDAP) and OSD policy.
  • Using a holistic approach, review end-to-end systems and systems-of-systems capabilities through their entire life cycle.
  • Engage with programs across DoW to be able to fully understand and assess issues and factors impacting rapid capability delivery, T&E effectiveness, and acquisition challenges.
  • Work closely with action officers and assessment teams to design and execute effective analyses; brief senior DoW decision makers on risks and issues.
  • Using available documentation including digital products, discern and evaluate key requirements, test cases, verification, and validation efforts.
  • As an acquisition system expert, understand the key issues, challenges, and drivers at program milestones; develop risk-focused assessment plans appropriate for program maturity and urgency. Have an expert understanding of DoW instructions and regulations impacting acquisition and T&E efforts.
  • Understand high-level industry product development strategies and impact upon capability delivery. Work with multi-discipline engineering teams to develop detailed analyses of prototypes and acquisition programs.
  • Participate in design reviews of programs, components (hardware and software), and systems of systems to inform assessments and evaluation of compliance issues.
  • Lead quality control efforts focused on DTE&A/SE&A products and processes.
  • Review test plans/procedures, TEMPs, SEPs, ADMs, IMSs and other acquisition documentation to understand impact on capability delivery and acquisition timelines.
  • Provide expert input to emerging DoW policies and instructions relating to acquisition and T&E issues.
  • Be very familiar with emerging technology, digital engineering tools and processes, and AI applications to engineering workflows.
  • Provide effective oral and written communication to all levels of government and corporate management.

Qualifications

  • Active TS/SCI Clearance
  • BS plus 20; Master's Degree highly desired
  • Management/Leadership experience
  • Demonstrated experience communicating with senior level customers

Pay Transparency Statement

AMERICAN SYSTEMS is committed to pay transparency for our applicants and employee-owners. The salary range for this position is USD $180,000.00/Yr. - USD $225,000/Yr. Actual compensation will be determined based on several factors permitted by law.
