Learning Management System (LMS) Specialist (Business Assistant II)

The LMS Specialist is an intermediate-level technical position responsible for supporting, maintaining, and enhancing Learning Management System (LMS) and Oracle-based solutions. This role serves as a key resource for system administration, data management, reporting, automation, and integration activities that support organizational learning and workforce development initiatives.
The incumbent will work independently on routine assignments and collaborate with stakeholders to identify opportunities for process improvement, system optimization, and automation. This position requires a blend of LMS administration, Oracle systems knowledge, and technical programming skills to ensure accurate data flow, efficient operations, and exceptional user experience.
Key Responsibilities
- Administer and maintain LMS functionality, user access, curricula, assignments, and training records.
- Support Oracle system processes and data integrations related to learning and workforce management.
- Develop and maintain scripts, queries, reports, and automated processes to improve operational efficiency.
- Troubleshoot system issues, data discrepancies, and integration failures.
- Perform testing, validation, and quality assurance activities for system enhancements and updates.
- Analyze business requirements and recommend technical solutions.
- Create and maintain technical documentation, procedures, and user guides.
- Support reporting and analytics efforts through data extraction and report development.
- Collaborate with business partners, vendors, and technical teams to resolve issues and implement improvements.
- Assist in identifying and implementing process automation opportunities.
- Provide end-user support and training related to LMS and Oracle functionality.
- Ensure compliance with organizational policies, data integrity standards, and audit requirements.
Due to the nature of our work, US Citizenship is required for all positions.
- High School diploma or equivalent, and at least one year of related experience.
- Highly Preferred Education and Experience:
- Bachelor’s degree in Information Systems, Computer Science, Business, Human Resources, or a related field; or equivalent combination of education and experience.
- Two to five years of experience supporting Learning Management Systems, Oracle systems, or enterprise applications.
- Highly Preferred Education and Experience:
- Experience writing and troubleshooting SQL queries.
- Experience with systems configuration, data management, and reporting.
- Demonstrated experience supporting technical implementations, upgrades, or integrations.
- Strong analytical and problem-solving skills.
- Additional Preferred Qualifications
- Experience with Oracle Cloud applications.
- Experience with LMS platforms and training administration processes.
- Knowledge of APIs, data integrations, automation tools, or scripting languages.
- Experience with learning records, compliance training, and curriculum management.
- Experience creating dashboards, reports, and business intelligence solutions.
- The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
- Work schedule will be 4/10s Monday through Thursday (subject to change).
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘Identity, Credential, and Access Management,’ and Supplemental Directive NNSA SD 206.2, ‘Implementation of Personal Identity Verification for Uncleared Contractors.’

Annual salary range for this position is: $21.24 - $31.86.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
