Liaison Officer

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. Jiddah, Saudi Arabia is considered a dependent restricted location.

This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path. This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be responsible for serving as a Liaison Officer for the Directorate for International Security Cooperation & Assistance. This position is part of a planned Transfer of Function (TOF) from the Missile Defense Agency to the Department of the Army. This action is projected to be effective on or about October 1, 2026. As a Liaison Officer at the NH-0301-4 some of your typical work assignments may include: Serves as the primary liaison and trusted agent for the Missile Defense Agency (MDA) with a designated foreign partner, facilitating all communications and fostering strategic relationships to support Foreign Military Sales (FMS) case requirements for the Terminal High Altitude Area Defense (THAAD) program and the Directorate of International Security Cooperation & Assistance. Provides expert strategic counsel to the THAAD Program Manager, advising on all in-country matters, assessing partner reactions, and analyzing program plans to ensure actions align with U.S. interests and mission objectives. Keeps the FMS THADD Program Manager apprised of events in the assigned country concentrating on those issues affecting the THAAD Program and advises the FMS THAAD Program Manager on all matters pertaining to relationships and interactions between all interested organizations and parties. Attends meetings and conferences, and maintains continuing coordination with MDA on matters of interest. Represents the FMS THAAD Program Manager in all types of interactions involving significant or controversial issues. Proactively manages and analyzes program status to identify and investigate potential bottlenecks, conflicts, or problem areas, developing and recommending corrective actions and solutions to ensure program continuity and success. Oversees program resources and provides financial stewardship, implementing control methods to ensure the greatest possible economy in the use of funds and avoid unauthorized or excessive expenditures.
